Mr M V Gowtama has taken charge as the Chairman and Managing Director of Bharat Electronics Limited on 8th November 2016
He joined BEL at Ghaziabad Unit in January 1983 as a Probationary Engineer. He was initially posted to the D&E-Radar Division where he contributed to the development of Receiver sub-system of Cyclone Warning Radar. In about three-and-half years, his team was able to design, develop, manufacture, deliver and commission the first Cyclone Warning Radar at Paradip in Orissa. The Cyclone Warning Radar development team won the R&D Award.
Mr Gowtama was transferred to Hyderabad Unit in May 1986. At Hyderabad Unit, he worked in the D&E, Testing, System Integration, Installation & Commissioning groups of Ajanta project till 1998. His team developed in-house the high voltage power supplies for Ajanta, which was commended by then CMD. He completed MTech in Advanced Electronics from Jawaharlal Nehru Technological University, Hyderabad, even while in service.
From 1998 to 2006, he worked on the Sangraha programme of Indian Navy. With ToT from DLRL, his team developed different ESM systems for submarines, helicopters, medium and long-range aircraft. They also developed in-house a light-weight ESM system for small ships called Sanket.
Traditionally, project teams at Hyderabad used to look after ToT, development, testing and installation and commissioning activities. However, a new D&E division was established in 2006 to address future businesses in line with the new defence procurement policy and Mr Gowtama had the opportunity to lead this D&E group as AGM. He was able to establish strong R&D teams at Hyderabad Unit for product/sub-system development, engineering for different platforms and development of complex software.
Mr M V Gowtama took over as GM (Technology Planning)/BEL-Corporate Office, on February 1, 2010. Later he served as GM (Milcom)/BEL-Bengaluru and was Executive Director (Missile Systems)/BEL-Bengaluru till his elevation as CMD, BEL.
Mr M V Gowtama was born on June 26, 1961, in Tenali, the small yet famous town of Andhra Pradesh. He completed his B. Tech in Electronics and Communications from Sri Venkateswara University College of Engineering, Tirupati, in 1983.
Mrs Anandi Ramalingam took charge as Director (Marketing) on September 16, 2016. She was GM (Milcom) at BEL-Bengaluru before her elevation.
Mrs Anandi Ramalingam joined BEL-Bangalore in March 1985 after completing her BE in Electronics and Communication Engineering from the PSG College of Technology, Coimbatore. For the next 20 years, she gained diverse experience in equipment testing working across various domains of military communication including heading testing for ‘Shakti”, the flagship Artillery Combat Command and Control System, developed by BEL and DRDO for the Indian Army and AREN (Army Radio Engineered Network) winning the Raksha Mantri’s Award. During this period, she was also awarded the Executive Excellence Award, in the very first year of its inception.
In 2004, she was roped in as part of the team formed to set up the Marketing Division for the Military Communication & Electronic Warfare SBU at Bangalore Complex. The team pioneered proactive business development practices in BEL and gradually assisted other SBUs in establishing effective marketing systems. In 2007, she was elevated as the Marketing Head of the Military Communication SBU where her team could achieve record growth in order book and turnover.
In 2010, Mrs Anandi Ramalingam moved to the International Marketing Division (IMD) to head Defence Offsets, establishing BEL as a reliable global supply chain partner for multiple foreign OEMs and facilitating substantial growth of BEL’s export order book.
In December 2014, she moved to the National Marketing Division as GM. Within a short span of time, she saw to it that BEL’s order book grew significantly. In May 2016, she assumed charge as GM (Milcom) at BEL-Bangalore and steered the business till her elevation as Director.
Bengaluru, November 28, 2018: Mr Vinay Kumar Katyal has assumed charge as Director of the Bangalore Complex of Navratna Defence PSU Bharat Electronics Ltd (BEL) with effect from November 27, 2018. He was GM (Military Communication)/BEL-Bangalore before his elevation.
Mr Vinay Kumar Katyal joined BEL at its Panchkula Unit in June 1985 as Deputy Engineer after completing his B.Tech (Electronics & Communication) from IIT-BHU, Varanasi. He was involved in the project execution of the new Unit of BEL being raised at Panchkula, Haryana.
During his stint at Panchkula Unit, he established automated production facilities for STARS-V Tx/Rx for Army. He worked as Project Manager for the development of CNR-AFV, the first-of-its-kind Frequency Hopping Tank Radio made in India. He also facilitated the development of the radio set Bharati, MSK Demodulator, encryption products SMILE & SEED and Cell Phone Jammers.
Mr Vinay Kumar Katyal moved to the Military Communication (Milcom) Strategic Business Unit (SBU) at BEL’s Bangalore Unit in the year 2010 on promotion as Additional General Manager. As AGM (Production & D&E/Network Centric Systems/Milcom)/BG, he facilitated development activities of Network Centric projects such as Command Information & Decision Support System (CIDSS), Battlefield Management System (BMS) and Future Infantry Soldier As a System (F-INSAS).
Mr Katyal, who has worked in BEL in various capacities in the areas of Production, Development & Engineering, Marketing and Quality, took over as General Manager of the Product Development & Innovation Center (PD&IC) in December 2014, with the responsibility of establishing this new institution envisaged to serve as a Central Product R&D Centre of BEL in Bengaluru.
He later steered the Military Communication SBU of BEL as GM (Milcom) before being appointed as Director (Bangalore Complex). Vinay Kumar Katyal is a recipient of BEL’s ‘Key Contribution to R&D’ Award and many other project-related R&D awards.
Mr Shivakumaran K M took charge as Director (HR) at Navratna Defence PSU Bharat Electronics Limited (BEL) on June 11, 2019. He was serving as GM (HR) at BEL’s Bangalore Complex before his elevation.
Mr Shivakumaran started his journey as an HR professional at Sujatha Textile Mills, Nanjangudu, Karnataka, in 1986 after completing his Master’s in Social Work, specialising in Personnel Management, Industrial Relations & Labour Welfare from Manasagangothri, University of Mysore, in 1984. He then moved to Mandya National Paper Mills, a PSU at Belagula near Mysore in I988 and worked in the capacity of Personnel Officer.
He joined BEL in the year 1989 as Assistant Personnel Manager at Corporate Office and later worked at the Company’s Bangalore and Hyderabad Units.
During his 30-year-old stint at BEL, Mr Shivakumaran has contributed to bringing about a paradigm shift in HR at BEL, transforming it into a strategic business partner of the Company. He has been responsible for the formulation and implementation of various HR interventions directed towards improving the organisational effectiveness and advancing the Company’s vision and growth. Implementation of the SAP ERP system for HR functions has been one of his key contributions. He also has been actively involved in the implementation of various CSR projects of BEL across the Company.
Mr Shivakumaran is an undergraduate in Arts from the Maharaja’s College, Mysore, with specialisation in Psychology Criminology and Sociology. He also holds a Postgraduate Diploma in Development and Planning from the University of Mysore.
Mrs Shikha Gupta took charge as the new Director (Other Units) of Navratna Defence PSU Bharat Electronics Limited (BEL) on December 1, 2019. She had served as the General Manager of BEL’s Strategic Planning Division, Satcom and Cellular Communication Systems SBU at BEL-Ghaziabad and Export Manufacturing SBU at BEL-Bangalore, before her elevation as Director.
Mrs Shikha Gupta has over 34 years of experience in Operations, R&D, Business Development, Sales and Life Cycle Support of many prestigious projects for the Defence and Paramilitary Forces. She was involved in the execution and maintenance of land-based, ship-borne, submarine-borne and airborne mega projects of the Army, Air Force and Navy across the length and breadth of the country, including tough terrains of Jammu & Kashmir and North East. She also piloted many indigenous and collaborative development projects. She has rich experience in hardware, software and system development.
Mrs Shikha Gupta joined BEL’s Ghaziabad Unit as Probationary Engineer on February 1, 1985, after graduating from the University of Allahabad in Electronics & Communication. She worked on the core design of Digital Radio modules, Network Management System and S Band Briefcase Terminal, as well as system design of Multiple Satcom networks, Radio networks and CDMA cellular networks. Two projects which she led won the Raksha Mantri’s Award for ‘Indigenous Development’.
Mr Shikha Gupta headed the Marketing and Commercial division of Systems and D&E of Network Centric Systems at Ghaziabad. She facilitated many key C4I projects such as Combat Management System, Combat Information System and Air Defence Control & Reporting System.
Mrs Shikha Gupta took charge as General Manager of the Strategic Planning Division at BEL’s Corporate Office in 2015. During her two-year tenure as Head of Corporate Strategic Planning, she gave shape to ‘BEL Vision 2030’ to facilitate long-term planning for the company’s growth. She initiated many strategic collaborations to address the business requirements of BEL. As Chairperson of the Corporate Risk Management Committee, she was instrumental in formulating the Risk Management Policy of BEL. She also steered the formation of the Defence Innovation Organisation in partnership with HAL to address Innovation by start-ups and MSEs, under the guidance of MoD.
Mr Dinesh Kumar Batra assumed charge as Director (Finance) of Navratna Defence PSU Bharat Electronics Limited (BEL) on August 1, 2020. Mr Dinesh Batra is an alumnus of Harcourt Butler Technical University (HBTU), Kanpur, Indian Institute of Foreign Trade (IIFT), Delhi, and Management Development Institute, Gurgaon. Mr Dinesh Batra joined BEL at its Ghaziabad Unit in 1984 and in a career spanning over three and half decades, served the Company in various capacities in Ghaziabad, Delhi, Pune and Bengaluru. Prior to his elevation as Director (Finance), he headed Internal Audit at BEL’s Corporate Office, Regional Office-Delhi and Pune Unit as General Manager. With his expertise in cost and financial management, he turned around the Pune Unit with consistent, multi-fold growth in top and bottom line. Mr Dinesh Batra was instrumental in the company’s move to foray into the Electro-Explosive segment. To make India “Aatmanirbhar” in Electronic Artillery Fuzes and other ammunitions, he got 200 acres land allotted by Maharashtra Government at Nagpur to set up an Explosive Integration Complex. He is also credited with BEL entering into Li-on battery packs for automobiles to support the e-Mobility programme of the Government of India. He was instrumental in BEL-Pune diversifying into the indigenous development and manufacturing of X-ray Baggage Inspection System, Fuel Cell, Fiber Optic Gyro, Chemical Agent Monitor, etc. Mr Dinesh Batra has the ability to anticipate and address key financial issues, thereby creating wealth for the company. He has rich experience in all areas of Finance, strong analytical skills, strategic thinking and exemplary leadership skills.
Mr M V Raja Sekhar took charge as Director (R&D) of Navratna Defence PSU Bharat Electronics Ltd (BEL) on September 1, 2020. He was working as Chief Scientist of BEL’s Central Research Laboratory (CRL)-Bangalore, and Officer on Special Duty (OSD) at BEL’s Corporate Office, before his elevation.
Mr M V Raja Sekhar joined BEL’s Ghaziabad Unit on February 1, 1985, as Probationary Engineer after completing B.Tech in Electronics & Communication Engineering from Sri Venkateswara University, Tirupati. In a career spanning over the last 35 years, he has worked in various capacities and gained rich experience in diverse technologies of BEL.
He was involved in the testing of Communication products such as Static and Digital Mobile Tropo-scatter Communication & Satcom Networks, Radar Displays and Command & Control Systems during his tenure at BEL’s Ghaziabad Unit. In the year 2000, he moved to Hyderabad Unit and worked on the testing and commissioning of various Electronic Warfare systems. In 2004, he was transferred to Machilipatnam Unit.
During his tenure at Machilipatnam Unit, Mr Raja Sekhar contributed to the design and development of Night Vision Devices which have been supplied in large quantities to the Ministry of Home Affairs and the Indian Army. He has established a good design base for BEL in IR Optics and initiated signal processing development at CRL-Bangalore. He was instrumental in the indigenous development of state-of-the-art Thermal Imager- based Sights and Systems in association with IRDE (DRDO) which resulted in significant business growth for the Company.
In May 2016, he was promoted as Chief Technology Officer (Electro Optics & Lasers). As CTO (EO&L), he initiated many new projects in Electro-Optics and Lasers at BEL’s Product Development & Innovation Centre (PD&IC), complementing the efforts of Unit D&Es and CRL-Bangalore. He was a guiding force for the scientists of CRL-Bangalore and PD&IC for the development of Fiber Laser Technology in strategic alliance with the Indian Institute of Science, Bangalore, and Central Glass and Ceramic Research Institute (CGCRI).
In June 2019, he moved to CRL-BG as Chief Scientist and led a team of around 260 scientists working on diverse technologies such as Artificial Intelligence, Robotics & Drones, Cyber Security, Cloud & Data Analytics, Tactical Communications, Radar Signal & Data Processing, EO&L, Smart Computing Devices, Embedded Systems, Networking Devices and Systems and Advanced Signal Processing for EW & Acoustics, before his elevation as Director (R&D).
Mr Sunil Kumar Kohli, IDAS (Retd), is a graduate in Science and Law and postgraduate in Management (PGDM from MDI, Gurgaon) and National Security and Strategy (National Defence College - 42nd course).
He has more than three decades of professional experience in Financial Management, Accounting, Internal Auditing, Human Resources Management, handling various portfolios in Defence, Homeland Security and Telecom and Water Resources sectors.
Mr Sunil Kumar Kohli has served the Defence Accounts Department (DAD) in various capacities: in Regional Army Controllers (PCDA, WC and NC), Defence Pension Disbursement, Ordnance factories, as Joint CGDA (Accounts and Budget Matters) in HQ DAD, Additional CGDA (Works, Pay and Pension) and as IFA Air HQs. He served as Controller General Defence Accounts (CGDA) for a brief period before assuming charge as Financial Advisor Defence Services (FADS) in September 2016. He continued as FADS till his retirement on August 31, 2018.
Mr Sunil Kumar Kohli gained varied experience while on deputations as Financial Adviser with NSG, CISF, IB, BSNL, NDMA, NDRF, Joint Secretary and Financial Advisor, Ministry of Water Resources, River Development and Ganga Rejuvenation, and having held additional charge of JS&FA for the Ministry of Road Transport and Highways, Ministry of Shipping, Ministry of Power, etc.
He has been Director (Government nominee) on the Boards of PSUs such as Shipping Corporation of India under the Ministry of Shipping, National Project Construction Corporation under the Ministry of Water Resources, River Development and Ganga Rejuvenation, and Irrigation and Water Resources Finance Corporation Limited under the Ministry of Financial Services.
Mr Sunil Kumar Kohli specialises in a wide gamut of topics including Governance, Risk Management and Compliance, Key Performance Indicators, Balanced Score Card and RFD, IT & Corporate Governance, Internal Audit & Controls, Budget Monitoring, Financial Information System, Business Process Reengineering, Provisioning, Procurement, HRM /HRD, EPC Contracts, Motivation, Leadership, Risk based Auditing, Decision Making Process, Defence Budget, Defence Security Revenue Resource Management Process, Decentralised Decision Making Process, Security Resources Management and Defence Financial Management.
Ms. Jillelamudi Manjula is a post graduate in Electronics and Communication engineering with subject specialization in Digital Systems. She joined Defence R&D organization in 1987, at Defence Electronics Research Laboratory, Hyderabad and served there for 26 years in various Electronic Warfare Projects.
She was the Director for Defence Avionics Research Laboratory at Bengaluru. She is a recipient of DRDO Performance Excellence award in 2006, Scientist of the year award in 2011, India Today's Woman in Science award in 2014, AoC's Best Contributor in EW award in 2015, and Marie Curie Mahila Vijnana Puraskara in 2015 from Swadeshi Vijnana Andolana - Karnataka. She has many patent applications to the credit of her team.
