Bengaluru, February 4, 2021: At Aero India 2021 today, Navratna Defence PSU Bharat Electronics Limited (BEL) and Larsen & Toubro Limited (L&T) announced an MoU to continue to cooperate in addressing the needs of the evolving domestic and export markets for Defence products and systems. The MoU seeks to leverage capabilities of both the firms through strategic alignment, enhancing indigenisation content and collaboration using high-end and advanced technologies to meet domestic needs and enhance export prospects.
Mrs Anandi Ramalingam, Director (Marketing), BEL, and Mr Arun Ramchandani, Executive Vice President (Defence & Aerospace), L&T, have signed the MoU documents.

Bengaluru, February 4, 2021: At Aero India 2021, Bengaluru, Navratna Defence PSU Bharat Electronics Limited (BEL) and Grene Robotics Pvt Ltd entered into an MoU for co-operation in the development of Autonomous Manpads Data Link System (AMDLS) and also to leverage the policy initiatives of the Indian Government, such as Make in India.
The MoU was signed on behalf of BEL and Grene Robotics Pvt Ltd by Mr Rajasekharan M V, Director (R&D), BEL, and Wg Cdr M V N Sai, Director – Defence, Grene Robotics, respectively.

Bengaluru, February 3, 2021: In line with the Government of India’s vision for an ‘Aatmanirbhar Bharat’, Navratna Defence PSU Bharat Electronics Limited (BEL) and Italian firearms manufacturing major Beretta Italy have at Aero India 2021 announced an MoU for indigenous manufacture of Close Quarter Carbine Weapons (CQB Carbines) and other Small Arms, required by Defence and other Non-Defence customers. Mrs Anandi Ramalingam, Director (Marketing), BEL, and Mr Carlo Ferlito, General Manager, Fabbrica d’Armi Pietro Beretta S.p.A. and VP Beretta Defense Technologies, signed the MoU documents on behalf of BEL and Beretta Italy.

Mr M V Gowtama, Chairman & Managing Director, BEL, presented the 140% Final Dividend cheque of Rs. 174,43,63,569.20/- (Rupees One Hundred Seventy-four Crores Forty-Three Lakhs Sixty-three Thousand Five Hundred Sixty-nine and Twenty Paise only), payable on the shares held by the President of India, to the Hon’ble Raksha Mantri, Shri Rajnath Singh, at New Delhi on October 28, 2020. The Interim Dividend of 140% (on face value of Re. 1 per equity share) was paid to the Government of India in February 2020.

Bengaluru, November 26, 2020: Navratna Defence PSU Bharat Electronics Limited (BEL) celebrated Constitution Day on November 26, 2020. On this day in 1949, the Constitution of India was adopted. The Constitution later came into effect on January 26, 1950. The Preamble to the Indian Constitution was read out at all the Units and offices of BEL on the occasion. Banners on Constitution Day were also displayed. A video on the making of the Indian Constitution was shared with employees of the Company.
Mr Dinesh Kumar Batra assumed charge as Director (Finance) of Navratna Defence PSU Bharat Electronics Limited (BEL) on August 1, 2020. Mr Dinesh Batra is an alumnus of Harcourt Butler Technical University (HBTU), Kanpur, Indian Institute of Foreign Trade (IIFT), Delhi, and Management Development Institute, Gurgaon. Mr Dinesh Batra joined BEL at its Ghaziabad Unit in 1984 and in a career spanning over three and half decades, served the Company in various capacities in Ghaziabad, Delhi, Pune and Bengaluru. Prior to his elevation as Director (Finance), he headed Internal Audit at BEL’s Corporate Office, Regional Office-Delhi and Pune Unit as General Manager. With his expertise in cost and financial management, he turned around the Pune Unit with consistent, multi-fold growth in top and bottom line. Mr Dinesh Batra was instrumental in the company’s move to foray into the Electro-Explosive segment. To make India “Aatmanirbhar” in Electronic Artillery Fuzes and other ammunitions, he got 200 acres land allotted by Maharashtra Government at Nagpur to set up an Explosive Integration Complex. He is also credited with BEL entering into Li-on battery packs for automobiles to support the e-Mobility programme of the Government of India. He was instrumental in BEL-Pune diversifying into the indigenous development and manufacturing of X-ray Baggage Inspection System, Fuel Cell, Fiber Optic Gyro, Chemical Agent Monitor, etc. Mr Dinesh Batra has the ability to anticipate and address key financial issues, thereby creating wealth for the company. He has rich experience in all areas of Finance, strong analytical skills, strategic thinking and exemplary leadership skills.
BENGALURU, October 12, 2020: Navratna defence PSU Bharat Electronics Limited (BEL) today bagged the PSE Excellence Award 2019 for Corporate Governance awarded by the Indian Chamber of Commerce (ICC) in a virtual ceremony. Mr Dinesh Kumar Batra, Director (Finance), BEL, received the award on behalf of the company.
The 10th PSE Excellence Awards, organised by the ICC online, is an initiative to salute the game changers and recognize the contributors to the Indian economy. Bengaluru/Delhi, August 10, 2020: The Hon’ble Raksha Mantri, Shri Rajnath Singh, on Monday inaugurated through Video Conference the upgraded, state-of-the-art Maareech Integration Facility.
Mr Gowtama M V, Chairman & Managing Director, Bharat Electronics Limited (BEL), on the occasion gave a presentation to the Hon’ble Raksha Mantri on Advanced Torpedo Decoy System (ATDS) Maareech. This initiative by BEL is in accordance with the Hon’ble Prime Minister, Shri Narendra Modi’s vision of an ‘Atmanirbhar Bharat’, a self-reliant nation.
ATDS Maareech is a fully indigenous system involving sensors and decoys developed jointly by DRDO labs, Naval Physical & Oceanographic Laboratory (NPOL) and Naval Science and Technological Laboratory (NSTL), and productionised by BEL. Two production grade systems manufactured by BEL have been installed and trial evaluated on-board INS Gomati and INS Ganga. The Indian Navy has awarded BEL a contract for Maareech systems.
Prior to the induction of ATDS Maareech, the Indian Navy had imported the system for 12 platforms. But now with the indigenous development of this system, BEL has upgraded its existing facilities with capacity to manufacture and deliver 12 ATDS Maareech systems every year. This facility enables BEL to provide a reliable defence mechanism for Surface Ships of the Indian Navy against possible torpedo attacks. The upgraded ATDS facilities include Test Bays for electronic cabinets, Expendable Decoy Manufacturing and Towed Array Integration & Testing facility (Ramp Structure, Oil Filling facility, Load Test facility and Neutral Buoyancy Tank facility). BEL has constructed a new building for ATDS manufacturing at a cost of around Rs.12 Crores. The indigenously developed Maareech System is a big step towards ‘Atmanirbhar Bharat’, as it saves the country around USD 4 Million in foreign exchange per system.
Bangalore, August 14, 2020: Bharat Electronics Limited (BEL), a Navratna PSU under the Ministry of Defence, is happy to announce the successful completion of manufacturing 30,000 numbers of ICU Ventilators in a record time to help GoI in its efforts in combating the COVID-19 pandemic. Ministry of Health & Family Welfare had earlier placed an order for these 30,000 ICU Ventilators in April 2020 to meet the healthcare infrastructure requirements of the nation, seeing the rise in COVID cases.
BEL has manufactured the ICU Ventilator, Model CV 200, based on licensing agreement with M/s Skanray Technologies Private Ltd, Mysuru, and design support from DRDO. The indigenization efforts of DRDO, BEL and Skanray in addressing the non-availability of critical components like highly complex medical grade miniature proportional valves, on/off solenoid valves, oxygen sensors and flow sensors was certainly a game changer as India can now boast of a capable and mature medical electronics ecosystem. After receiving the order, based on its Agile Production System Capability, within two weeks BEL established the manufacturing line to produce 500 to 1,000 Ventilators per day.
Manufacturing of these ventilators was undertaken during severe lockdown period and BEL received immense support from various Government agencies to resolve the supply chain disruptions. As manufacturing of these Ventilators was centred at the Bangalore Unit of BEL, the Karnataka Government took extra initiatives by earmarking a nodal IAS officer for BEL to liaison with, to resolve various lockdown related issues. BEL also would like to make special mention of the support rendered by scores of Indian industries ranging from MSMEs to large business houses in supporting BEL towards manufacturing of 30,000 ventilators in a short span of time.
The valuable feedback received from the committee of expert doctors and hospitals pan India helped BEL to quickly upgrade the Ventilator with additional modes of operation through software to address Indian COVID patient needs. Seamless coordination between the Central and State government authorities helped BEL in undertaking the installation and commissioning work expeditiously with the help of reputed private partners.
BEL would like to thank each and everyone who participated in this ambitious program. BEL, DRDO, Skanray and all other industry partners are proud to be part of the GoI initiative in creating a capable ecosystem for manufacturing medical grade equipment indigenously and timely addressing of the healthcare needs of our nation. Mr P Sampathkumar has taken charge as Chief Technology Officer (CTO-Communication) of Navratna Defence PSU Bharat Electronics Ltd (BEL). He was working as Additional General Manager (AGM) of BEL’s Design & Engineering Division (D&E) of Military Communication (Milcom) Strategic Business Unit (SBU) at Bangalore, and AGM (Production-Milcom)/BEL-Bangalore, before his elevation. Mr Sampathkumar joined BEL’s Bangalore Unit on December 1, 1986, as Probationary Engineer after completing BE in Electronics & Communication Engineering from the College of Engineering, Guindy, Anna University, Chennai. In a career spanning over the last 33 years, he has worked in various capacities and gained rich experience in diverse technologies of BEL. He was involved in the Production & Testing of Communication products and setting up of Automatic Testing Equipment (ATE) facilities for various types of Military Communication equipment during his early days at BEL’s Military Communication & Electronic Warfare SBU. He also gained domain expertise in testing of Fire Control Radars working as Testing Engineer. He was Project Manager for the execution of a World Bank project for establishing radio communication network in Tamil Nadu. In 2004, he moved to D&E, piloted and executed various in-house, indigenous and joint development projects successfully. During his tenure in D&E, Mr Sampathkumar contributed to the design and development of portable and static HF Radios, which have been supplied in large numbers to the Ministry of Home Affairs and also exported. He has established a good design base for BEL in RF Design, Power Amplifier and Antenna Tuning Unit in Military Communication. He was instrumental in the indigenous development of Software Defined Radio (SDR), in collaboration with DRDO labs DEAL and CAIR, which resulted in significant business growth for the Company. His D&E team received the prestigious Raksha Mantri Award in 2010 for the development of encryption HF Radio. Mr Sampathkumar also won the BEL R&D Award twice for his design efforts. He initiated the development of many new Military Communication projects to address the requirements of Army, Navy, Air Force and Paramilitary Forces. From December 2019, as AGM (Production-Milcom)/BEL-Bangalore, he steered manufacturing of various types of Radios for Tactical, Shipborne and Missile applications. He also played a key role in the CV 200 Ventilator project before his elevation as CTO (Communication).

He was working as Chief Scientist of BEL’s Central Research Laboratory (CRL)-Bangalore, and Officer on Special Duty (OSD) at BEL’s Corporate Office, before his elevation. Mr M V Raja Sekhar joined BEL’s Ghaziabad Unit on February 1, 1985, as Probationary Engineer after completing B.Tech in Electronics & Communication Engineering from Sri Venkateswara University, Tirupati. In a career spanning over the last 35 years, he has worked in various capacities and gained rich experience in diverse technologies of BEL. He was involved in the testing of Communication products such as Static and Digital Mobile Tropo-scatter Communication & Satcom Networks, Radar Displays and Command & Control Systems during his tenure at BEL’s Ghaziabad Unit. In the year 2000, he moved to Hyderabad Unit and worked on the testing and commissioning of various Electronic Warfare systems. In 2004, he was transferred to Machilipatnam Unit. During his tenure at Machilipatnam Unit, Mr Raja Sekhar contributed to the design and development of Night Vision Devices which have been supplied in large quantities to the Ministry of Home Affairs and the Indian Army. He has established a good design base for BEL in IR Optics and initiated signal processing development at CRL-Bangalore. He was instrumental in the indigenous development of state-of-the-art Thermal Imager-based Sights and Systems in association with IRDE (DRDO) which resulted in significant business growth for the Company. In May 2016, he was promoted as Chief Technology Officer (Electro Optics & Lasers). As CTO (EO&L), he initiated many new projects in Electro-Optics and Lasers at BEL’s Product Development & Innovation Centre (PD&IC), complementing the efforts of Unit D&Es and CRL-Bangalore. He was a guiding force for the scientists of CRL-Bangalore and PD&IC for the development of Fiber Laser Technology in strategic alliance with the Indian Institute of Science, Bangalore, and Central Glass and Ceramic Research Institute (CGCRI). In June 2019, he moved to CRL-BG as Chief Scientist and led a team of around 260 scientists working on diverse technologies such as Artificial Intelligence, Robotics & Drones, Cyber Security, Cloud & Data Analytics, Tactical Communications, Radar Signal & Data Processing, EO&L, Smart Computing Devices, Embedded Systems, Networking Devices and Systems and Advanced Signal Processing for EW & Acoustics, before his elevation as Director (R&D).
Bengaluru/Delhi, August 14, 2020: The Hon’ble Raksha Mantri, Shri Rajnath Singhji, on Friday announced through Video Conference the Expression of Interest (EoI)/Request for Proposal (RFP) being issued by Navratna Defence PSU Bharat Electronics Limited (BEL) under Inter Governmental Agreement (IGA) and Make-II category for the indigenisation of five products, as part of the Atmanirbhar Bharat initiative.
Mr Gowtama M V, Chairman & Managing Director, BEL, on the occasion gave a presentation to the Hon’ble Raksha Mantri on the five products, namely Brazing Wire; Motion Platform, 6 Degrees of Freedom (DoF) & Payload 1000-2000 kg; Dummy Weapons for Small Arm Simulators, Single Board Computer (SBC) and 62X Day Zoom Lens.
Brazing Wires are special alloys, presently being imported from Germany and USA. They are used in Vacuum Brazing process to join dissimilar metals parts, used in medical devices like X-ray and MRI machines.
Motion Platform, 6 Degrees of Freedom (DoF) & Payload 1000-2000 kg is a critical sub-assembly for Vehicular Simulators, presently imported from Australia.
Dummy Weapons for Small Arm Simulators are critical components for various Small Arms Training Simulators, imported from Sweden and not available indigenously. The simulator allows the user to choose any firing position, be it standing, kneeling or lying down. A number of such training simulators can be installed for collective training.
The Single Board Computer (SBC) is a system controller module for an indigenously designed, manufactured ELINT System that is being deployed at the country’s borders. The SBC board is a multi-layered PCB designed with Quad Core i7 Processor and various on-board interface and memory devices. The interfaces include Ethernet, USB ports & IO lines which are used for transmission of signals to other high speed boards in the system. This module is being imported currently from USA and is proposed to be indigenised under Atmanirbhar Bharat.
The 2X Day Zoom Lens is a part of Long Range Day Surveillance equipment, presently being imported from USA, having considerable requirement by Army/MHA. The Lens worth Rs. 0.1 Crores is proposed to be procured for current and future requirements.
Vendor Meet: BEL conducted a Vendor Meet today through Webinar. Mrs Anandi Ramalingam, Director (Markting), briefed the vendors about BEL’s vendor development programme, as part of Make in India. She urged the vendors of BEL to participate in various EoIs being issued by BEL towards indigenisation.
Bengaluru, August 5, 2020: Navratna Defence PSU Bharat Electronics Limited (BEL) has, as part of its CSR initiatives, empowered around 13,000 children studying in 122 Government High Schools of Yadgir district, Karnataka, by equipping these schools with solar-powered Smart Class facilities. The total cost of the project is Rs.3.84 Crores.
Mr Prabhu B Chauhan, Hon’ble Minister for Animal Husbandry, Hajj & Waqf Board, Government of Karnataka, and Minister-in-charge for Yadgir & Bidar districts, Karnataka, inaugurated the new facilities on August 4, 2020, at the Govt Girls High School Yadgir, in the presence of Dr Umesh G Jadhav, MP (LS), Kalburgi; Mr Raja Amareshwara Nayaka, MP (LS), Raichur; Mr Venkata Reddy Gowda Mudnal, MLA, Yadgir; Mr Kurma Rao, IAS, District Collector & District Magistrate, Yadgir; Mr Basavaraj Yadiyapura, President, Zilla Panchayat, Ms Shilpa Sharma, IAS, CEO, Zilla Parishad; and Mr Hrishikesh Bhagawan Sonawane, IPS, Superintendent of Police, Yadgir.
The Solar-powered Smart Class facility offers visually attractive content that helps students to assimilate information more effectively. It facilitates teachers to explain difficult concepts easily, improves teaching effectiveness and enhances the academic performance of the students.
The Smart Class facilities provided by BEL to the Government schools include a 50” LED TV, CPU with accessories, Green Board and LED Lights, all of which is powered by a standalone Solar PV Power System with battery. A cabinet has also been provided to store all the equipment. The digital educational content covers the subjects of English, Mathematics, Science and Social Science for students of 8th, 9th and 10th Class customised as per the State syllabus.
Apart from the Smart Class facility, BEL is also installing hand-wash facility in 100 Government Primary Schools in Yadgir at a cost of Rs.1.02 Crores.
BEL has undertaken various CSR interventions in the Aspirational districts of Yadgir & Raichur in Karnataka under the flagship programme of “Transformation of Aspirational Districts” launched by the Government of India during the PMs CPSE Conclave in April 2018.
Bengaluru, August 1, 2020: Mr Raman R took charge as General Manager (Internal Audit) of Navratna Defence PSU Bharat Electronics Limited (BEL) on August 1, 2020. He was working as Additional General Manager (Internal Audit) at BEL-Corporate Office prior to his elevation.
A post graduate in Commerce and Fellow Member of the Institute of Chartered Accountants of India, Mr Raman joined BEL on July 17, 1989, as Accounts Officer. He started his career, making significant contributions in almost all areas of Finance & Accounts working at BEL’s Corporate Office and International Marketing Division.
In August 2010, he was transferred to BEL’s Bangalore Complex, where he worked for about a decade, in various capacities and in many Strategic Business Units (SBUs) such as Military Communications (Milcom), Naval Systems (Radar & Fire Control Systems), Missile Systems and Central Finance.
During his tenure at BEL-Bangalore Complex, he played a pivotal role in contract finalisation and execution of many strategic projects including Coastal Surveillance System (CSS) Phase-I for Indian Coast Guard, CSS for Seychelles, Mauritius & Maldives, LYNX Gun Fire Control System (U2/U1 Mod), RAWL02 MK-IIA, Long-Range Surface-to-Air Missile (LRSAM), Kerala-Fiber Optic Network (K-FON), Akash Missile System, etc. He has also travelled abroad in connection with Company’s business matters. He took over as Additional General Manager (Internal Audit)/BEL-Corporate Office in April 2020.
Mr Raman has spearheaded the formulation of BEL Executives’ Pension Scheme and was instrumental in BEL bagging its first national award from ICWAI, New Delhi, for “Cost Management” during FY 2005-06.
He is the founder and convener of the “Defence Electronics CPE Study Circle of ICAI”, an organisation which was established for the benefit of Chartered Accountants working in BEL. He has received the BEL Executive Excellence Award for the year 2013-14.
Bengaluru, May 11, 2020: Navratna Defence PSU Bharat Electronics Limited (BEL) has, as part of its CSR initiatives, come forward to lend a helping hand to migrant workers in Bengaluru, impacted by the lockdown implemented countrywide in view of the spread of COVID-19. The Bangalore Complex of BEL today handed over 1,300 grocery kits, valued at Rs. 23 lakhs, to migrant workers through the City Police.
Mr Vinay Kumar Katyal, Director, BEL-Bangalore, and Mr Shivakumaran K M, Director (HR), BEL, handed over the kits containing rice, daal, sugar and other essential commodities to migrant workers in the presence of Mr Shashikumar N, IPS, DCP, Bangalore North, Mrs Nisha James, IPS, Admn Bangalore, Office of Commissioner of Police, and other senior officers of BEL.
In a bid to mitigate the hardships faced by migrant workers, the Bangalore Complex of BEL has, ever since the implementation of lockdown, been providing 250 food packets daily to the workers through the City Police.
The employees of BEL had earlier contributed their one day’s salary amounting to Rs. 2.71 Crores to the Prime Minister’s Citizen Assistance and Relief in Emergency Situations (PM CARES) Fund. The Company also released Rs. 10 Crores from its CSR Fund towards the PM CARES fund, to combat and contain the COVID- 19 pandemic in India and also for relief efforts.
Bengaluru, July 14, 2020: In a move that could provide a major boost to the civil aviation industry, the Airports Authority of India (AAI) has entered into an Memorandum of Understanding (MoU) with Navratna Defence PSU Bharat Electronics Limited (BEL), providing a platform for both the companies to collaborate and support each other to address the emerging global opportunities in the airport business, including those in the Asia Pacific region.
ln furtherance of such cooperation, AAl, playing the role of a development partner, will render assistance to BEL in its domain of expertise to enable execution of the prestigious MEA projects outside India by BEL. Both the organisations will work in close co-operation with each other in the field of civil aviation, in both present and future projects handled by BEL.
The MoU was signed today by Mr Sanjai Kumar Singhal, General Manager (Business Development), AAI, and Mr Manoj Kumar, Executive Director (National Marketing), Regional Office-Delhi, BEL, at the AAI Corporate Headquarters, in the presence of Mr Arvind Singh, Chairman, AAI, Mr M V Gowtama, CMD, BEL, and senior Management of both the organisations through video conferencing.
Addressing experts from both the sides, Chairman, AAI, exuded optimism that the partnership between the two organisations would prove to be a game-changer in the Indian aviation sector in the years to come. He also said that the manufacturing of Communication, Navigation & Surveillance (CNS) equipment in India will reduce the cost substantially and will save foreign exchange outflow, paving the way for an” Atmanirbhar Bharat”.
CMD, BEL, affirmed that the MoU would provide for synergy of capabilities of both the organisations in their respective domains, leading to mutually beneficial and lasting solutions in the ever-growing field of aviation. He also said that with the skills and expertise of AAI, BEL is hopeful of entering into the domestic civil aviation market as well into the South-East Asian, African and Latin American civil aviation markets.

Bengaluru, April 9, 2020: All India Institute of Medical Sciences (AIIMS)-Rishikesh, in collaboration with Navratna Defence PSU Bharat Electronics Limited (BEL), has developed a state-of-the-art health monitoring system to remotely assess the health of COVID-19 suspects/patients quarantined in homes and hospitals. The solution aims to significantly reduce the risk of exposure to healthcare workers. It is also expected to reduce the increasing demand of PPE and other logistics.
Faced with the COVID-19 pandemic, the need to develop a solution to remotely monitor patients for limiting exposure of healthcare workers was prime and urgent. To combat this need, AIIMS Rishikesh and BEL came together to provide a comprehensive digital and clinically appropriate solution. Based on inputs given by AIIMS-Rishikesh, BEL developed the Proof of Concept (PoC) model of a system integrating non-invasive health monitoring sensors to measure critical parameters such as Temperature, Pulse Rate, SPO2 (Saturated Oxygen level) and Respiration Rate. BEL, which has proven expertise in Network Centric and IoT systems, has also networked these sensors for remotely monitoring the critical parameters.
A mobile app / web browser has been developed for people to get enrolled with AIIMS-Rishikesh once they show symptoms of COVID-19. AIIMS-Rishikesh will study patient complaints and based on the assessment by clinical experts, a health monitoring kit will be handed over to the patient for periodical monitoring of the critical parameters.
Patient health parameters, along with patient location, are uploaded on a regular basis on to a centralised Command & Control Centre (CCC) on Cloud using either the patient’s mobile phone or integral GSM SIM. The use of Cloud will facilitate seamless scaling of the database of COVID-19 suspects/patients.
Software will give out alerts in the form of messages to medical officers and health care workers when the health parameters exceed the threshold. It will also record the severity of the patient’s condition in different colour codes.
Data analytics software of the CCC will also graphically map the geo-distribution of COVID-19 suspects/patients in the state. This would help the hospital administration in visualising the hot spots and taking necessary action to isolate and cordon off these areas to check the spread the virus.
Bengaluru, April 1, 2020: Navratna Defence PSU Bharat Electronics Limited (BEL) posted a turnover in excess of Rs.12,500 Crores (Provisional & Unaudited) during the Financial Year 2019-20. The company had a growth of 6% over the previous year's turnover of Rs.11,789 Crores.
BEL's Order Book as on 1.4.2020 is Rs.51,800 Crs. The year saw BEL securing significant orders worth Rs.13,000 Crs. Some of the major orders acquired during the year are Akash (7 Sqdn), Coastal Surveillance Systems (CSS), Upgrade for EW system, Radars, AMCs for Radars & Weapon systems, Software Defined Radio (SDR), Sonars, Advanced Communication Systems, etc.
Some of the flagship projects executed during FY 2019-20 are Command & Control Systems, Thermal Imagers for tanks, Upgrade of communication system, Land Based EW systems, Weapon Repair Facility, Electronic Fuzes, various Radars, Smart City Projects, Delhi CCTV project, Schilka Upgrade, Avionics Package for LCA, Classroom Jammers, Real Time Information System for Railways and LRSAM.
BEL achieved Export sales of US$ 48.59 Million during FY 2019-20. Major products exported include Cable Looms, Coastal Surveillance System Spares, Radar, Compact Multi-Purpose Advanced Stabilization System (CoMPASS), Electro Mechanical parts, etc.

The MoU aims at leveraging the individual strengths of BEL, Elbit and GRSE for the development and customisation of Elbit’s Unmanned Surface Vessels (USV) for the requirements of the Indian Navy.

IITM is carrying out research in the field of explosives and propellants having applications in Defence and space, jointly with Government R&D institutions. BEL, a leading Defence and Aerospace company involved in the development, engineering and manufacture of missile systems, gun upgrades, sub-systems for space applications and satelliteintegration (AIT), is actively pursuing opportunities which have been opened up to the Indian Industry in the Defence and space segment.

Defexpo 2020, Lucknow, February 7, 2020: Navratna Defence PSU Bharat Electronics Limited (BEL) has signed a contract with the Ministry of Defence, Government of India, to establish Phase-II of the Coastal Surveillance System or Chain of Static Sensors developed for the Indian Coast Guard (ICG).
The contract envisages, among other things, setting up of 38 Radar Stations and five Command and Control Centres against a stiff time line, and at challenging geographical locations along the coast line of India, including that of Lakshadweep, Andaman and Nicobar Islands.
BEL had earlier implemented Phase-I of the project successfully on turnkey basis by establishing 46 Radar Stations and 16 hierarchical Command and Control Centres. The system, which is operational, is being utilised by ICG for more than four years.
The BEL Coastal Surveillance System (CSS) comprises a network of Remote Radar Stations equipped with sensors like Radar Systems, AIS (Automatic Identification System), Electro Optic Systems, Meteorological Systems and VHF Radio Communication Systems integrated with the Command and Control Centres. The CSS solution provided by BEL is software intensive and has been developed entirely in-house. The Coastal Surveillance software can be customised to meet the operational requirements of customers, depending on their need. This CSS software is also provided with various decision support features.
The system caters to the requirement of Maritime Surveillance applications to detect, track, identify and monitor suspected threats to facilitate appropriate action by the security agencies.
The data from all the connected Remote Radar stations received at the respective Command and Control Centres are correlated, processed, integrated and displayed in real time on a Common Operation Picture Display for carrying out surveillance operations. The data may further be communicated to higher hierarchical level Command Control Centres for facilitating decision-making and initiation of suitable action, if required.

Bengaluru, January 28, 2020: The National Institute for Smart Government (NISG), an institution of excellence promoted by the Government of India for e-Governance, organised a one-day ‘Stakeholder Conference’ bringing academia and industry representatives under one roof to come up with a national strategy on Blockchain for e-governance in the country, today at the BEL Academy for Excellence (BAE), Nalanda.
Blockchain technology allows one to carry out online transactions without the need for a intermediate trust authority. The conference was organised at the behest of National eGovernance Division (NeGD) to discuss and debate a draft strategy, prepared by the NISG, on the application of Blockchain for e-governance. The objective was to refine the strategy document after taking into consideration suggestions and observations offered by Blockchain experts from the academia and industry during the conference.
The conference was attended by Mr Abhishek Singh, CEO & President, NeGD, MeitY, Government of India, Prof Shivendu Shivendu, University of Florida, USA, Prof Daniel Conway, University of Arkansas, USA, Mr J Ramakrishna Rao, CEO, NISG, and distinguished members of faculty from IIT Kanpur, IIT Bombay, IIT Madras, IISc Bangalore, IIIT Hyderabad and senior representatives from the industry including IBM, SAP, Oracle, PwC, EY, KPMG, Accenture and R3Corda.
Mr J Ramakrishna Rao, CEO, NISG, welcomed the gathering. The first session of the day was based on the theme, “Thoughts on National Strategy on Blockchain”. Addressing the gathering, Prof Shivendu explained the draft strategy and considerations for a national strategy on Blockchain. This was a followed by a panel discussion which was steered by Prof Shivendu and had the participation of key members from the academia. The second session, moderated by Prof Daniel Conway, was based on the theme, “Global Trends in Blockchain and Crypto Currency”.
The post lunch session included four breakout sessions by four groups drawn from the audience. The four groups deliberated on the topics, “Direct and Indirect Regulations – Laws Governing Blockchain Technology”, “Building Blockchain Ecosystem and Application Development”, “Federated Architecture and Infrastructure for Blockchain in India” and “Creating Blockchain Human Capital for Sustainable Implementation”. Subsequently, each of the four groups presented salient takeaway points in respect of their topic for consideration towards formulating a national strategy on Blockchain.
Bengaluru, January 20, 2020: Navratna Defence PSU Bharat Electronics Ltd (BEL) has successfully commissioned Phase I of the Real Time Train Information System (RTIS), which provides real-time train information to the Indian Railways, thereby increasing its operational efficiency, in addition to enhancing passenger safety.
The system has been commissioned through the Centre for Railway Information System (CRIS), under the technical guidance of Space Applications Centre (SAC), ISRO.
RTIS provides real-time positional information of locomotives to the Railways. It facilitates automatic acquisition of train movement data, including that of arrival, departure and run-through timings, at the stations en route.
The control chart of trains, which has RTIS-enabled locomotives, gets plotted automatically in the Control Office Application (COA) system of the Railways. The Train Controllers can, without any manual intervention, accurately track the location and speed of RTIS-enabled locomotives/trains. Not only does the system facilitate smooth control of trains, but it also optimises traffic management, improves operational efficiency and pre-empts accidents.
The RTIS project involved installation of Locomotive Device, which tracks the location of trains using S-Band Mobile Satellite Service (S-MSS) of ISRO’s GSAT 6 satellite as well as 4G/3G mobile data service, setting up of MSS Hub and Data Centre with hardware and application software at the Centre for Railway Information Systems (CRIS), Chanakyapuri.
The technology of the Locomotive Device has been indigenously developed. The entire application software, including the HUB Network Monitoring System (NMS), has been developed inhouse by BEL. RTIS is a shining example of ‘Make In India’ as it has been entirely designed, developed and manufactured within the country.

New Delhi, December 16, 2019: Leading Defence PSUs Bharat Electronics Limited (BEL) and Hindustan Aeronautical Limited (HAL) today at Delhi organised a Roadshow in the run-up to the 11th biennial edition of DefExpo India-2020, scheduled to be held in Lucknow from February 5-8, 2020.
The road-show was organised to urge vendors from the private sector, MSMEs and start-ups based in Delhi-NCR area to actively participate in the upcoming Defence exhibition and take advantage of the potential business opportunities in the offing.
Defexpo-2020, being organised by the Ministry of Defence, Government of India, has ‘Digital Transformation of Defence’ as its theme. The event would provide a common platform for Defence industries, both public and private, MSMEs and start-ups to showcase their capabilities and R&D strengths to potential customers from both India and abroad.
Welcoming the gathering, Mrs Anandi Ramalingam, Director (Marketing), BEL, said that more and more MSME partners must use this opportunity and showcase their products and capabilities.
Mr Joydeep Majumdar, GM (NCS & Unit Head)/BEL-Ghaziabad, made a detailed presentation on DefExpo and elaborated the advantages for business enterprises on participating in the show. Mrs Alka Arora, JS (SME), Government of India, said that the Government is promoting MSME vendors and encouraging MSMEs to share innovative ideas with Defence organisations. Defexpo is an ideal platform for this.

BEL gets new Director (Other Units)
Mrs Shikha Gupta took charge as the new Director (Other Units) of Navratna Defence PSU Bharat Electronics Limited (BEL) on December 1, 2019. She had served as the General Manager of BEL’s Strategic Planning Division, Satcom and Cellular Communication Systems SBU at BEL-Ghaziabad and Export Manufacturing SBU at BEL-Bangalore, before her elevation as Director.
Mrs Shikha Gupta has over 34 years of experience in Operations, R&D, Business Development, Sales and Life Cycle Support of many prestigious projects for the Defence and Paramilitary Forces. She was involved in the execution and maintenance of land-based, ship-borne, submarine-borne and airborne mega projects of the Army, Air Force and Navy across the length and breadth of the country, including tough terrains of Jammu & Kashmir and North East. She also piloted many indigenous and collaborative development projects. She has rich experience in hardware, software and system development.
Mrs Shikha Gupta joined BEL’s Ghaziabad Unit as Probationary Engineer on February 1, 1985, after graduating from the University of Allahabad in Electronics & Communication. She worked on the core design of Digital Radio modules, Network Management System and S Band Briefcase Terminal, as well as system design of Multiple Satcom networks, Radio networks and CDMA cellular networks. Two projects which she led won the Raksha Mantri’s Award for ‘Indigenous Development’.
Mr Shikha Gupta headed the Marketing and Commercial division of Systems and D&E of Network Centric Systems at Ghaziabad. She facilitated many key C4I projects such as Combat Management System, Combat Information System and Air Defence Control & Reporting System.
Mrs Shikha Gupta took charge as General Manager of the Strategic Planning Division at BEL’s Corporate Office in 2015. During her two-year tenure as Head of Corporate Strategic Planning, she gave shape to ‘BEL Vision 2030’ to facilitate long-term planning for the company’s growth. She initiated many strategic collaborations to address the business requirements of BEL. As Chairperson of the Corporate Risk Management Committee, she was instrumental in formulating the Risk Management Policy of BEL. She also steered the formation of the Defence Innovation Organisation in partnership with HAL to address Innovation by start-ups and MSEs, under the guidance of MoD.

BEL pays Rs. 231.69 Cr Final Dividend to Govt of India
Navratna Defence PSU Bharat Electronics Ltd (BEL) has paid a total dividend of 340% on its paid up capital to the Government of India for Financial Year 2018-19.
Mr M V Gowtama, Chairman & Managing Director, BEL, presented the 170% final dividend cheque for Rs. 231,69,20,842.10/- (Rupees Two Hundred & Thirty-one Crores Sixty-nine Lakh Twenty Thousand Eight Hundred Forty-two and Ten Paise only), payable on the shares held by the President of India, to the Hon’ble Defence Minister, Shri Rajnath Singh, at New Delhi on October 24, 2019. Mr Barun Mitra, IAS, ASDP, and Mr Koshy Alexander, Director (Finance), BEL, were present. The Interim Dividend of 170% (on face value of Re. 1 per equity share) was paid to the Government of India in February and March, 2019.
BEL ended FY 2018-19 on a high note, achieving a turnover of Rs.11,789.22 Crs and registering a growth of 16.90% over the previous year. The Profit After Tax (PAT) increased by 37.73% over the previous year to Rs.1,927.29 Crs. The Company recorded an Export Turnover of 21.6 Million USD. R&D has been the main focus area of BEL for increasing indigenisation and value addition in its products and systems. The Company invested a total of Rs. 1,077 Crores in R&D last year and achieved 96% sales revenue from indigenous technology. BEL also invested Rs. 668 Crs on expansion and modernisation of its facilities.
Some of the significant orders executed during FY 2018-19 included supply of Integrated Air Command & Control System, Electronic Voting Machine, Voter Verifiable Paper Audit Trail (VVPAT), Weapon Locating Radar, Ground-based Mobile Electronic Intelligence System, Low Intensity Conflict Electronic Warfare System (LIC EWS), Schilka Upgrade, TROPO Upgrade and L70 Gun Upgrade.
During the year, BEL also executed export orders for its Coastal Surveillance System to friendly countries such as Maldives, Seychelles and Mauritius. Some of the other highlights of the year included launch of India’s first indigenously developed Auto Fare Collection Gate, SWAGAT, setting up of new marketing offices abroad, and the dual honour of CII EXIM Bank Business Excellence Award and Jury’s Commendation for Role Model Organisation.

Navratna Defence PSU Bharat Electronics Ltd (BEL) has won the Indian Chamber of Commerce (ICC) PSE Excellence Awards for ‘R&D Excellence’, ‘Operational Performance Excellence’ and ‘Human Resources Management Excellence’.

BEL inks MoU with TEL for growth in ammunition business
Navaratna Defence PSU Bharat Electronics (BEL) has signed an MoU with Tamil Nadu Industrial Explosives Limited (TEL), a state-government undertaking of the Government of Tamil Nadu, for co-operation in the explosives segment where BEL is eyeing business growth, keeping in view its ongoing and upcoming ammunition programmes. The MoU was signed by Mrs Anandi Ramalingam, Director (Marketing), BEL, and Mr C Kamaraj, IAS, CMD, TEL, on September 26, 2019, in the presence of Shri Edappadi K Palaniswami, Hon’ble Chief Minister of Tamil Nadu, and Shri M C Sampath, Hon’ble Minister for Industries, Government of Tamil Nadu. BEL is investing for the upgradation of existing facilities and addition of new facilities, as well as setting up of a world-class centre of excellence for ammunition related technologies for both Defence and Aerospace requirements. The strategic partnership with TEL will also boost BEL’s business opportunities in the explosives segment.

The Hon’ble Raksha Mantri, Shri Rajnath Singh, today inaugurated the 7th edition of ‘Engineers Conclave’ (EC-2019), being organised by the Indian National Academy of Engineering (INAE), in association with Navratna Defence PSU Bharat Electronics Limited (BEL), from September 19-21, 2019, at the Bharat Electronics Academy for Excellence (BAE), Bengaluru. Dr G Satheesh Reddy, Secretary DD R&D, & Chairman, DRDO, Dr Sanak Mishra, President, INAE, Mr Gowtama M V, CMD, BEL, Mr Mahesh V, Director (R&D), BEL, Mr V V R Sastry, FNAE & former CMD, BEL, current and former Directors and CMDs of BEL, CVO, BEL, and other dignitaries from DRDO, ISRO, DPSUs, academia, and industries, both public and private, were present at the inaugural function. Speaking on the occasion, the Hon'ble Raksha Mantri, Shri Rajnath Singh reiterated the Government's commitment to reaching Digital India Connectivity to remote villages of India. He added that the development of critical and cutting-edge technologies in defence would help save foreign exchange, which can be used for other development activities of the country. The Engineers Conclave is an annual event aimed at bringing together engineers from across the country to identify, discuss and deliberate upon issues of national importance and arrive at solutions with appropriate engineering interventions. Actionable recommendations based on the deliberations of the Engineers Conclave carried out so far are actively progressed by INAE with the Government departments/agencies concerned. This year’s conclave is based on two themes: “Defence Technology & Innovation” and “Transformation of Rural India Using Digital Technologies”. Eminent speakers representing the Government, industry, research institutions and academia are delivering talks at the conclave on topics of both current and futuristic engineering interest. The programme also features plenary talks, technical sessions, panel discussions and interactive sessions.
Product Development & Innovation Centre (PD&IC) The Hon’ble Raksha Mantri also inaugurated BEL’s Product Development & Innovation Centre (PD&IC) in Bengaluru on the occasion. BEL has created the PD&IC with the vision of establishing a world-class R&D facility, with an investment of about Rs. 220 crores. Inaugurating the PD&IC building, the Hon'ble Raksha Mantri, Shri Rajnath Singh, said the new centre would contribute to the 'Make in India' initiative through indigenization efforts aimed at self-reliance. The PD&IC is equipped with state-of-the-art facilities and resources to design, develop, prototype and generate manufacturing documents for systems and sub-systems, which can be marketed as standalone products or used in the development of larger systems or system-of-systems by the Strategic Business Units/Units of BEL. The PD&IC is envisaged to lay emphasis on in-house development of products which can be bench-marked with the best in the world. It will also focus on IPR creation in strategic areas, reducing external dependence for critical subsystems, and standardisation of subsystems. The centre will contribute to the ‘Make in India’ initiative of the Government of India. The centre will provide a single window interface for DRDOs and other R&D houses, and strengthen ToT processes and collaborative design efforts through involvement of startups and MSMEs. Centers of Excellence (COEs) have already been created in PD&IC in the areas of Communication, Electro-Optics & Lasers, and Radar & Weapon Systems. Besides, Innovation centres have also been established in RF & Microwaves, Embedded & Computational Systems, Navigation & Stabilisation Systems, Crypto Solutions, Engineering solutions, Sonar systems, Power Electronics & Energy Systems. The centre has been constructed on a 26-acre land with 45,000 sq m of floor space, which can house about 750 engineers.
High Power Transmitter for Akash-NG RF Seeker Unveiled The Hon’ble Raksha Mantri unveiled the High Power Transmitter for New Generation Missile (Akash-NG) RF Seeker, designed by Microwave Tube Research & Development Center (MTRDC), a DRDO lab, and concurrently developed along with BEL, based on a production order from the Research Centre Imarat (RCI). The Travelling-wave Tube (TWT) based Transmitter, along with other electronics, is a Make-in-India product and one of the success stories for concurrent engineering.

BEL wins order for Akash Missile Systems for Indian Air Force
Navratna Defence PSU Bharat Electronics Limited (BEL) has signed a contract with the Ministry of Defence, Government of India, on September 13, 2019, for procurement of Seven Squadrons of Akash Missile System for the Indian Air Force. This is a turnkey contract with specialist infrastructure. The total value of the contract is Rs.5,357.00 Crores (Rupees five thousand three hundred and fifty-seven crores only) and the delivery will be completed in 3(three) years. These systems will be commissioned at seven Air Force locations spread across Pan India.

BEL Corporate Office celebrates Hindi Day
The need to promote Hindi as the language of science and technology was emphasised at the Hindi day function organised by the Corporate Office of Navaratna Defence PSU Bharat Electronics Ltd (BEL).
Inaugurating the event, Mr Sanjeev Gupta, Scientist 'G', CAIR-DRDO, the chief guest, opined that Hindi, a language spoken widely across the nation, had always been a great medium to gain knowledge. The time had come to “make earnest efforts to make Hindi the language of science and technology”, he said. Revisiting the status of Hindi in India and abroad, Mr Sanjeev Gupta observed that the usage of Hindi and the number of Hindi speaking people across world was steadily increasing.

Mr Gowtama received the award from Hon'ble Dr. Justice Dalveer Bhandari, Judge, International Court of Justice, at a conference on "Adjudication in the International Court of Justice", organised in Bengaluru on August 25, 2019. Hon'ble Justice P Vishwanath Shetty, Lokayukta, Karnataka was present. All India Conference of Intellectuals is a non-political organisation which is championing the cause of national unity and integrity.
Bengaluru, August 22, 2019: Mr Shripad Naik, Hon’ble Minister of State (Independent Charge) for Ayush & Minister of State for Defence, visited the Bangalore Unit of Navratna Defence PSU Bharat Electronics Limited (BEL) yesterday (August 21, 2019).
Mr Vinay Kumar Katyal, Director (Bangalore Complex), gave a presentation about the Unit in the presence of Mr M V Gowtama, Chairman & Managing Director, and other Directors of BEL. CMDs of HAL, BEML and MIDHANI were also present. The presentation gave an overview of BEL and highlighted the performance of the Unit, its manufacturing facilities, major products, CSR initiatives and steps towards sustainable / green energy. This was followed by a visit to some of the facilities of the Bangalore Unit. The Minister was shown the following facilities:
Super Components Manufacturing Facility Super Components Division manufactures critical high technology electronic components and products. BEL indigenously designs and manufactures microwave modules / products which were earlier imported from countries like USA, UK and France. Microwave modules are used extensively in Radars, Electronic Warfare systems and Missile Electronics modules. BEL has invested more than Rs.100 crores in establishing this facility. As part of this, around 14,000 sq.ft. of Class 10000 Clean Room facility has been established, which houses automated manufacturing infrastructure for precision assembly.
Solar Power Manufacturing Facility BEL has a world-class mono crystalline solar cell manufacturing facility and solar panel manufacturing facility. Solar panels manufactured using these cells are then used to establish solar plants. BEL proposes to expand its manufacturing facility to 200 MW in the coming years. BEL has established cumulative 75 MW Solar Power Plants for Ordnance Factory Board with a capital investment of about Rs.470 Crores and these are expected to generate a sales turnover of about Rs.50 Crores annually.
Military Radar outdoor facility and Near Field Antenna Test Facility Schilka Upgrade (Gun & Fire Control System) and Weapon Locating Radarwere shown at the outdoor facility.The Minister also visited the Near Field Antenna Test Range, which is a measurement facility for calibrating and measuring the performance of any type of antenna.
Naval Systems – Coastal Surveillance System The vast coastline of India is installed with Coastal Surveillance System supplied by BEL to the Coast Guard. Chain of Static Sensors installed over the coastline of India are networked to present common operating picture at the command and control centres. It has been installed at remote sensor stations on the mainland and on the islands as part of Phase I of the project. Real time operation of the system was shown to the Minister. The Minister was happy with the performance of BEL-Bangalore and charged them to continue the good work.

Bengaluru, August 13, 2019: Mr Shripad Naik, Hon’ble Minister of State (Independent Charge) for Ayush & Minister of State for Defence, today inaugurated the new state-of-the-art manufacturing facility for Composite Materials, Environmental Testing & Finishing, established at the Navi Mumbai Unit of Navratna Defence PSU Bharat Electronics Limited (BEL). Mr Gowtama M V, CMD, Mr Nataraj Krishnappa, Director (Other Units), Mr Koshy Alexander, Director (Finance), Mr Shivakumaran K M, Director (HR), Mr Umesh Chandra, GM (NAMU), senior officers of BEL and representatives of R&DE (E), DRDO, were present on the occasion.
The new facility is expected to turnaround the fortunes of BEL’s Navi Mumbai Unit, which has traditionally been in the business of manufacturing Shelters and Masts and overhauling of hydraulic systems of T-72 tanks. It would boost the Unit’s manufacturing and testing capabilities in Composites, a new area which has been identified by BEL for diversification. The Unit will use the facility to carry out inhouse designing and manufacturing of components using GFRP (Glass Fiber Reinforced Polymer) and CFRP (Carbon Fiber Reinforced Polymer) Composites for various Naval applications, submarines, aircraft and shelters.
Inaugurating the new facility, Mr Shripad Naik said that the new facility at Navi Mumbai Unit would enable BEL to develop Composites which were lighter yet stronger and posed no environmental hazard. He added that these new products would cater to the requirements of ship builders, metro, etc. He extended all help to BEL, which had taken an innovative step by foraying into the area of Composites. Mr Gowtama M V, CMD, said that the revival story of Navi Mumbai Unit was worth emulating. He added that BEL would like to be a supply chain partner for all platform manufacturers of the country, including PSUs such as MDL, GRSE, etc.
BEL-NAMU has already executed Composites projects such as Radome for 12.86m Doppler Weather Radar and GFRP Pressurised Missile Container for the Akash Missile System. Besides, the Unit has designed a CFRP shelter for Defence applications, Composite Mast, Composite Canister for QRSAM, Climatic Control Light Weight Composite Enclosure, Composite Stave Assembly to mount sonar sensors, etc.
Composites consist of two or more distinct materials, which are combined to improve the directional strength properties of individual parts. Composites have many advantages including weight saving (without compromising on other properties), leading to fuel saving, increase in payload and increase in performance, good corrosion resistance, low thermal expansions, high strength to weight ratio and better aesthetic finish besides many other benefits.

BEL registers a turnover of Rs. 2042 cr in 1st Quarter
Navratna Defence PSU Bharat Electronics Limited (BEL) has achieved a Turnover of Rs. 2041.98 cr, during the 1st quarter of FY 2019-20 over the Turnover of Rs. 2077.84 cr recorded in the corresponding period of the previous year.
Profit Before Tax (PBT) during 1st quarter of FY 2019-20 stood at Rs. 290.39 cr, registering a growth of about 16% over the Profit Before Tax (PBT) of Rs. 250.21 cr recorded in the corresponding period of the previous year.
Profit After Tax (PAT) during the 1st quarter of FY 2019-20 stood at Rs. 204.73 cr, registering a growth of about 14% over the Profit After Tax (PAT) of Rs. 179.73 cr recorded in the corresponding period of the previous year.
The order book position of the company as on 1st July, 2019 stood at Rs. 51715 cr.

Introducing Bachelor of Vocational Degree in Information Technology
Mr Shivakumaran K M took charge as Director (HR) at Navratna Defence PSU Bharat Electronics Limited (BEL) on June 11, 2019. He was serving as GM (HR) at BEL’s Bangalore Complex before his elevation.
Mr Shivakumaran started his journey as an HR professional at Sujatha Textile Mills, Nanjangudu, Karnataka, in 1986 after completing his Master’s in Social Work, specialising in Personnel Management, Industrial Relations & Labour Welfare from Manasagangothri, University of Mysore, in 1984. He then moved to Mandya National Paper Mills, a PSU at Belagula near Mysore in I988 and worked in the capacity of Personnel Officer.
He joined BEL in the year 1989 as Assistant Personnel Manager at Corporate Office and later worked at the Company’s Bangalore and Hyderabad Units.
During his 30-year-old stint at BEL, Mr Shivakumaran has contributed to bringing about a paradigm shift in HR at BEL, transforming it into a strategic business partner of the Company. He has been responsible for the formulation and implementation of various HR interventions directed towards improving the organisational effectiveness and advancing the Company’s vision and growth. Implementation of the SAP ERP system for HR functions has been one of his key contributions. He also has been actively involved in the implementation of various CSR projects of BEL across the Company.
Mr Shivakumaran is an undergraduate in Arts from the Maharaja’s College, Mysore, with specialisation in Psychology Criminology and Sociology. He also holds a Postgraduate Diploma in Development and Planning from the University of Mysore.

The Profit Before Tax for FY 2018-19 was Rs. 2,703 Crores compared to Rs. 1,948 Crores in 2017-18.The Profit After Tax was Rs. 1,927 Crores as against Rs. 1,399 in the previous year. The Company recorded an Export Turnover of 21.6 million USD, as against 26 million USD in 2017-18. The Turnover per Employee was Rs. 123 Lakhs compared to Rs. 104 Lakhs in the previous year. The Value added per Employee was Rs. 60.38 Lakhs in comparison to Rs. 45.86 Lakhs the previous year. The Order Book Value as on April 1, 2019, stood at Rs. 51,798 Crores as compared to Rs. 40,115 Crores in April 2018. The Expenditure on R&D was Rs. 1,077 Crores as against Rs. 988 Crores in 2017-18.
Highlights of 2018-19: BEL acquired Rs. 23,431 Crores of Order during 2018-19. Other important highlights of the year included inauguration of 16 MW Solar Power Plant at HVF, Avadi; received major Order for LRSAM systems, forging of Strategic partnerships with Global OEMs like SAAB (Sweden), ElettronicaSpA (Italy), Elbit Systems (Israel) and Mahindra in the domestic segment, received CII EXIM Bank Business Excellence Award (2018) and Jury’s Commendation for Role Model Organisation for Bangalore Complex and Platinum level recognition for Ghaziabad, Chennai and Machilipatnam Units, awarded International Certification for Information Security Management- ISO 27001 for Units of BEL, etc.

Major Orders Received: During 2018-19, the Company received many orders, significant among them being Long Range Surface to Air Missile for P17A, Smart City Business (North East States & Agra), Integrated Perimeter Security System (IPSS) for Air Force, Kerala Fibre Optic Network (K-Fon), Home Land Security System (Naval Airfield Integrated Security System (NAISS), Naval Equipment (War Reserves), setting up of Weapon Repair Facility at Naval Shipyard and upgradation of Shikari/Lynx Fire Control Systems.
Export: Major products exported included Vacuum Interrupters, X-Ray parts, Transmitting Tubes, EMI Filters, etc. Export order book of BEL was US $ 116.62 Million as on April 1, 2019.
R&D Initiatives: The major R&D initiatives taken during the year included support to DRDL for successful test firing of indigenously developed QRSAM, unveiling of Atmospheric Water Generator, contribution towards the development and installation of indigenously developed Auto Fare Collection System (SWAGAT) for Delhi Metro and replacement of existing Russian Mine Hunting Sonar On-board Submarines.
Manufacturing Initiatives: BEL established state-of-the-art Manufacturing/Test Facilities such as Shock Test Facility, High Temperature Test facility and Surface Mount Technology (SMT) Assembly Line.

Quality Initiatives: BEL-Bangalore received the CII EXIM Bank Business Excellence Award (2018) and Jury’s Commendation for Role Model Organisation. Other Units, namely Ghaziabad, Chennai and Machilipatnam, received the Platinum level recognition. Other Quality initiatives taken up during the year included administering of Quality Recognition Awards for the 3rd consecutive year across BEL Units/SBUs; nomination of 33 Six Sigma projects for Regional / National level competitions; 37 engineers certified as CRE (Certified Reliability Engineers), 43 Engineers as CQE (Certified Quality Engineers) and 19 Executives as CMQOE (Certified Manager of Quality for Organizational Excellence) by American Society of Quality (ASQ); and 489 PMPs (Project Management Professionals) certified by Project Management Institute.
Make In India Initiatives: 96% (provisional) of sales revenue accrued from Indigenous technology. BEL has on-boarded on TReDS Platform and MSME Sambandh & MSME Samadhaan Portals complying to Government guidelines. Company has been awarded Second Runner-up (Navratna Category) for the Exemplary Work under Public Procurement Policy for Promotion of SC/ST Entrepreneurs. BEL’s Test facilities are being provided to Private vendors. The Company is meeting the requirement of Public Procurement Policy.
HR Initiatives: Wage revision of Non-Executives was completed in a record time of one year; web based M.Tech & Certification programmes were launched and People Capability Maturity Model (PCMM) Gap Assessment was completed.
Outlook for the Future: BEL will continue to focus on in-house R&D for increased value addition. The thrust will be on Exports by expanding geo-spatial reach and partnerships. Diversification in non-defence opportunities will drive BEL’s growth. The focus areas will be Space Electronics, Solar, Homeland Security, Smart Cards, Telecom, Railways, Civil Aviation, Software as a Service, Fuel Cells, Li-ion Batteries, etc. Other future plans include creation of Centres of Excellence (CoE) in R&D & Innovation Cell in IITM, operationalisation of new plants at Nimmaluru for advanced Electro-Optics and Anantapur for Missile & Seeker businesses, focus on Artificial Intelligence based projects and Indigenisation, and several initiatives for comprehensive competency/capability building.

BEL achieves Rs. 11,789.22 Cr turnover in FY 2018-19
Navratna Defence PSU Bharat Electronics Limited (BEL) achieved a turnover of Rs.11789.22 crs (audited) for the ended F.Y. 2018-19 registering a growth of 16.90% over the turnover of Rs.10084.84 crs achieved in the previous year.
The profit after tax (PAT) for the year ended F.Y.2018-19 stood at Rs.1927.29 crs as against Rs.1399.29 crs, registering an increase of 37.73% over previous year.
For the quarter ending March 19, the Company achieved a turnover of Rs.3772.60 crs as against Rs.3427.97 crs for the corresponding quarter of the previous year. The Profit after tax (PAT) stood at Rs.668.62 crs as against Rs.558.74 crs for the corresponding quarter of the previous year.
The Company has paid an interim dividend of Rs.1.70 per share for the F.Y. 2018-19 and the Board has recommended further amount of Rs.1.70 per share as final dividend for the year 2018-19 at the meeting held on 29th May 2019, subject to approval in the AGM. The total dividend payout for F.Y. 2018-19 works out to Rs. 3.40 per share, as against Rs. 2.00 per share in the previous year. The dividend payout is 42.98 % on PAT as against 35.06% for the previous year.
The order book position as on 01.04.2019 is Rs.51798 crs. With a healthy order book position and the projects in pipeline the Company is poised for a sustaining growth in the coming years with commensurate profitability.
During the year the Company has successfully completed the supply of Electronic Voting Machine (EVM) and Voter Verifiable Paper audit Trail (VVPAT) within a stringent delivery schedule to meet the requirement of Election Commission of India for the general elections.
New CVO takes charge at BEL
Mr Shrikant Walgad, an IAS officer of the Haryana Cadre, has taken charge as the Chief Vigilance Officer (CVO) of Navratna Defence PSU Bharat Electronics Limited (BEL).
Mr Shrikant Walgad completed his BE in Electronics & Communications from the Karnataka Regional Engineering College (now NITK Surathkal), Mangalore University, in 1986. He also holds a Post Graduate Degree in Public Policy and Management (PGPPM) from IIM-Bangalore.
On completion of his IAS training (1991 batch), Mr Shrikant Walgad was posted as Sub Divisional Magistrate of Ellenabad/Bhiwani, Haryana. He subsequently worked in various capacities, acquiring rich experience in district administration, law and order, rural and urban development and land revenue management while serving as Additional District Collector of Sirsa/Sonepat and Jhajjar, Haryana; and District Collector of Jhajjar and Bhiwani, Haryana, and Kodagu, Karnataka. As Registrar Magistrate of Maharshi Dayanand University, Rohtak, Haryana, he gained first-hand experience in the areas of higher education and human resource development. During his tenure as Joint Secretary, Haryana Sector, he handled general administration and personal management.
Mr Shrikant Walgad also served in different areas of Haryana Urban Development administration, like Urban Development, Rural Development, Election management, Housing and Environment.

BEL's Order Book as on 1.4.2019 is Rs.51,600 Crores. The year saw an all-time high order acquisition of Rs.23,200 Crores. Some of the major orders acquired during the year are Long Range Surface to Air Missile System, Electronic Fuze, L 70 Gun Upgrade, Weapon Repair Facility for Naval Ships, Kerala-Fibre Optics Network (K-FON), Smart City Projects, Integrated Perimeter Security Solution (IPSS), Video Surveillance System, Naval Airfield Integrated Security System (NAISS), Real Time Information System, etc.

Bangalore, March 18, 2019: Navratna defence PSU Bharat Electronics Limited (BEL) has received the first Green Channel Status certificate from Directorate General Quality Assurance (DGQA) for supply of Spares for Flycatcher Radar being manufactured by Military Radar Strategic Business Unit (SBU) of BEL’s Bangalore Complex.
The certificate was issued by Chairman of the Green Channel Committee, Brig Vikram Ahooja, ADGQA (R&S), and was received by Mr Ravi B S, General Manager of Military Radar SBU. It is noteworthy that this is the first certificate issued to any organisation in India after the Green Channel Policy was formulated during March 2017.
The Ministry of Defence had promulgated the Green Channel Policy for promoting ease of doing business as part of its ‘Make in India’ initiatives. A mechanism was set up to award Green Channel Status to firms with pre-defined financial and quality credentials for broad categories of items having continuous requirement in the Defence Forces. Responsibility of inspection of goods is given to the firms, after their credentials are verified by the Green Channel Committee (GCC), comprising of various stakeholders from DGQA and the procurement ecosystem.
Green Channel Status is the authority given by the Purchaser to the Manufacturer to formally certify its products or stores on behalf of the purchaser or any other authority designated by him, after having verified the Firm’s infrastructure, quality policies and practices to produce and supply goods of specified quality. The Purchaser’s confidence in the Firm’s Quality Assurance is the central tenet in awarding of Green Channel Status.

It has qualified a stringent certification process and has received EMVCo certification by FIME Lab, France.
SWAGAT is the first indigenous system and the first ever outside the developed world. It can operate across all cities and all modes of transport to make ‘One Nation – One Card’ a reality.

The Automatic Fare Collection System has been designed and developed by CDAC, a premier R&D organization of the Ministry of Electronics & IT. The Validation Terminal and Gates have been co-designed and developed by CDAC and BEL. All the sub-systems are made in India and the IP rests with India.

Bengaluru, March 5, 2019: At Aero India 2019, Bengaluru, Navratna Defence PSU Bharat Electronics Limited (BEL) and Elbit Systems Limited, Israel, have entered into a Technical Collaboration Agreement (TCA) for Licensed Manufacturing of Helmet Mounted Display System (HMDS) / Helmet Pointing System (HPS) Version 02.
Mrs Anandi Ramalingam, Director (Marketing), BEL, and Mr Avi Mizrachi, Executive Vice President – Business Development, Elbit, signed the TCA in the presence of Mr Gowtama M V, CMD, BEL, Mr B Machilis, President & CEO, Elbit systems Limited, and other senior officers of BEL and Elbit. Under this agreement, BEL gets the license to manufacture and integrate the Helmet Mounted Display system (HPS Ver-02) for Indian Naval and other rotary wing platforms of the Armed Forces. The HMDS is having the latest features of Night Flying with Night Vision Goggles, Colour Day & Night Display, 3D symbology, Head Tracking, Sensors & Weapon Cuing.
The HMDS/HPS provides the capability to display helicopter’s flight and platform information, mission data, target information as well as additional enhanced application capabilities such as Low Visibility Landing and Take-Off, flight within Degraded Visibility Environment, optional Weapons Management and Synthetic Vision during day and night flying. The ‘Heads Up - Eyes Out’ concept minimises the need for ‘Heads Down’ in-cockpit instrumentation observation for critical information as altitude, velocity, engine performance, warning indications and allows the crew to concentrate on mission performance, thus increasing situational awareness and survivability in all naval missions.

Bengaluru, February 21, 2019: Navratna Defence PSU Bharat Electronics Ltd (BEL) has unveiled its new product, the Atmospheric Water Generator (AWG), an innovative solution to meet the ever-increasing need for drinking water worldwide, today at Aero India 2019.
General Bipin Rawat, Chief of Army Staff, inaugurated the Atmospheric Water Generator in the presence of Mr Gowtama M V, CMD, Directors and other senior officers of BEL.
BEL's Atmospheric Water Generator can be used to generate water straight from the humidity present in the atmosphere.
The day is not far when drinking water becomes the most precious commodity on the planet. Groundwater, currently the main source of drinking water, is being depleted at alarming and unsustainable rates even as the search for alternate water sources continues.
BEL's Atmospheric Water Generator employs a novel technology to extract water from the humidity present in the atmosphere and purify it. It uses heat exchange for condensing the atmospheric moisture to produce pure, safe and clean potable water. The AWG comes with a Mineralisation Unit, which is used to add minerals which are required to make the water potable. The AWG is configurable in static and mobile (vehicular) versions and is available in 30 litres/day, 100 litres/day, 500 litres/day and 1,000 litres/day capacities.
The Atmospheric Water Generator can be used to provide drinking water in community centres and public places like health care centres, schools, colleges, offices, railway stations, bus stands, airports, sea ports, off-shore oil rigs, military establishments, remote field areas and remote establishments and residential complexes.
The Atmospheric Water Generator is being manufactured by BEL in collaboration with CSIR-IICT and MAITHRI, a start-up company based in Hyderabad. It is on display at the BEL stall at Hall-E at Aero India 2019. BEL has, as part of the Government of India's Start-up India Initiative, extending its support to start-up Companies.

As part of the Make in India initiative of the Government of India, BEL had already entered into Technical Collaboration Agreement (TCA) with ELOP for the Transfer of Technology for the manufacture of these EOIR payloads and for providing lifetime maintenance support at its manufacturing facility at Chennai.
BEL has already established the necessary infrastructure and is supplying the EOIR payloads manufactured at its facilities to domestic and foreign customers. BEL is augmenting these facilities for meeting the upcoming requirements of variants of EOIR payloads for the domestic and export markets.
The CoMPASS Rev III is a day-and-night surveillance system that includes a Colour TV Daylight Camera, 3rd Generation Medium Wave IR (MWIR) sensor, Laser Target Designator and Range Finder (LTDRF), Short Wave IR (SWIR), internal GPS and automatic tracking capabilities, as well as command and control capabilities. It is distinguished by a wide variety of interfaces, enabling integration with various aircraft / helicopter systems, such as the mission computer, fire control, radar, GPS, data downlink and helmet-mounted tracking systems. Its small dimensions, low weight, high level of stabilization and coverage angles make it an optimal choice for long-range, day-and-night surveillance, target tracking, fire control applications and search and rescue.
CoMPASS Rev III is the most advanced version of its Payload family, featuring reduced weight, high degree of modularity and flexibility, space-saving packaging and advanced operational and video processing features whereas CoMPASS III is an earlier version of EOIR payload.
With this, BEL is in a position to manufacture and supply the complete range of EOIR payloads meeting the varied requirements of our armed forces and provide lifetime maintenance support to the users. In addition, BEL has also become a Global Supply Chain Partner of ELOP, Israel.

BEL will be showcasing its wide range of capabilities at its indoor stall at Hall E and outdoor display near Hall E.

In the nine month period upto December 2018, Navratna Defence PSU Bharat Electronics Limited (BEL) achieved a Net Turnover of Rs.8,016.62 Crore, registering a growth of about 20% over the Net Turnover of Rs.6,578.59 Crore recorded in the corresponding period of the previous year.
Profit After Tax (PAT) up to 3rd Quarter of FY 2018-19 stood at Rs.1,258.67 Crore against the Profit After Tax (PAT) of Rs.840.55 Crore recorded in the corresponding period of the previous year.
An Interim Dividend of 30% has been declared by the Board of Directors for the year 2018-19.
During the 3rd Quarter of FY 2018-19, the Company has achieved a Net Turnover of Rs.2,656.38 Crore, registering a growth of about 8% over the Net Turnover of Rs.2,452.31 Crore recorded in the corresponding period of the previous year.
The Profit After Tax (PAT) during the 3rd quarter of FY 2018-19 stood at Rs.507.63 Crore, against the Profit After Tax (PAT) of Rs.302.84 Crore recorded in the corresponding period of the previous year.
The order book position of the company as on 1st January, 2019, was Rs.48,402 Crore.

Bengaluru, November 28, 2018: Mr Vinay Kumar Katyal has assumed charge as Director of the Bangalore Complex of Navratna Defence PSU Bharat Electronics Ltd (BEL) with effect from November 27, 2018. He was GM (Military Communication)/BEL-Bangalore before his elevation.
Mr Vinay Kumar Katyal joined BEL at its Panchkula Unit in June 1985 as Deputy Engineer after completing his B.Tech (Electronics & Communication) from IIT-BHU, Varanasi. He was involved in the project execution of the new Unit of BEL being raised at Panchkula, Haryana.
During his stint at Panchkula Unit, he established automated production facilities for STARS-V Tx/Rx for Army. He worked as Project Manager for the development of CNR-AFV, the first-of-its-kind Frequency Hopping Tank Radio made in India. He also facilitated the development of the radio set Bharati, MSK Demodulator, encryption products SMILE & SEED and Cell Phone Jammers.
Mr Vinay Kumar Katyal moved to the Military Communication (Milcom) Strategic Business Unit (SBU) at BEL’s Bangalore Unit in the year 2010 on promotion as Additional General Manager. As AGM (Production & D&E/Network Centric Systems/Milcom)/BG, he facilitated development activities of Network Centric projects such as Command Information & Decision Support System (CIDSS), Battlefield Management System (BMS) and Future Infantry Soldier As a System (F-INSAS).
Mr Katyal, who has worked in BEL in various capacities in the areas of Production, Development & Engineering, Marketing and Quality, took over as General Manager of the Product Development & Innovation Center (PD&IC) in December 2014, with the responsibility of establishing this new institution envisaged to serve as a Central Product R&D Centre of BEL in Bengaluru.
He later steered the Military Communication SBU of BEL as GM (Milcom) before being appointed as Director (Bangalore Complex). Vinay Kumar Katyal is a recipient of BEL’s ‘Key Contribution to R&D’ Award and many other project-related R&D awards.
BANGALORE, November 24, 2018: The Bangalore Complex of Navratna Defence PSU Bharat Electronics Ltd (BEL) has won the twin honour of CII EXIM Bank Business Excellence Award (2018) and the Jury’s Commendation for Role Model Organisation.
The Award is the highest level of recognition in the CII-EXIM Bank Award for Business Excellence, established by the Confederation of Indian Industry (CII) and Export Import Bank of India in 1994 with the aim of enhancing the competitiveness of India Inc. Mr Gowtama M V, CMD, BEL, along with senior officers Mr Girish Kumar, Officer on Special Duty, Mrs Rani Vergis, ED (Finance)/BEL-Bangalore, Mr Mohanraj S, GM (Quality)/BEL-Corporate Office, and Mr Ramakumar, AGM (Standards)/BEL-Bangalore, received the prestigious Award for BEL at the Quality Summit organised by CII in Bengaluru on November 23, 2018.
The CII recognises organisations at three levels: Gold Plus (First Level), Platinum (Second Level) and Award (Highest Level). One of the Award winning organisations is declared as Role Model Organisation based on the highest levels of excellence demonstrated by it in certain key parameters. BEL’s Bangalore Complex is the first PSU to be recognised as Role Model Organisation by the CII in the 26-year-long history of the CII EXIM Bank Business Excellence Awards. In addition to Bangalore Complex, three other Units of BEL — Ghaziabad, Chennai and Machilipatnam — have received the Platinum level recognition for Business Excellence from CII. These four Units which have won the Award and recognitions, account for around 80 per cent of the Company’s business and people.
Some of the salient achievements of BEL-Bangalore considered by the Jury in selecting BEL-Bangalore for the Award and Role Model recognition, as highlighted in the award citation, were: the Unit’s Customer First approach to business, Delivering Value to its stakeholders, Never-say-Never Attitude in pro-actively investing in technology and infrastructure, building key partnerships and developing competencies in the work force. Navratna Defence PSU Bharat Electronics Limited (BEL) has during the second quarter of FY 2018-19, achieved a robust growth in turnover and consequently recorded a healthy growth in profit as compared to the 1st Quarter of current year and corresponding quarter of the previous year.
The Company has achieved a Turnover of Rs. 3282.40 Cr, during the 2nd quarter of FY 2018-19, registering a growth of about 35 %, over the Turnover of Rs. 2431.73 Cr recorded in the corresponding period of the previous year.
Profit After Tax (PAT) during the 2nd quarter of FY 2018-19 stood at Rs. 571.31 Cr, registering a growth of about 39 % over the Profit After Tax (PAT) of Rs. 412.39 Cr recorded in the corresponding period of the previous year.
Performance for Six months’ period
The Company has achieved a Turnover of Rs. 5360.24 Cr, up to First Half of the FY 2018-19, registering a growth of about 27 % over the Turnover of Rs. 4204.56 Cr recorded in the corresponding period of the previous year.
Profit After Tax (PAT) for the First half of FY 2018-19 stood at Rs. 751.04 Cr, registering a growth of about 40% over the Profit After Tax (PAT) of Rs. 537.71 Cr recorded in the corresponding period of the previous year.
The company received new orders worth Rs 14338 Cr during the first half of the current year and the order book position of the company as on 1st October, 2018 stood at Rs. 48995 Cr.

A Rs. 9,200 crore order for supply of seven Long Range Surface-to-Air Missile (LRSAM) systems has pushed the order book of BEL beyond Rs. 50,000 crore for the first time in history of BEL as on September 5, 2018.

Highest ever single value order
BEL has entered into contracts worth about Rs. 9,200 crore with Mazagon Dock Limited (MDL) and Garden Reach Shipbuilders and Engineers (GRSE) to supply LRSAM systems to be fitted onboard seven ships to be built by these two shipbuilders. This is the highest-ever single value order bagged by BEL. Mrs Anandi Ramalingam, Director (Mktg), signed the contracts on behalf of BEL with MDL and GRSE.
As the lead integrator of Akash Missile system, BEL has already proven its prowess in the realm of Turnkey Missile Systems. The Company is now geared up for futuristic programmes such as the Quick Response Surface to Air Missile (QRSAM) for the Army, Medium Range Surface to Air Missile (MRSAM) for the Indian Air Force and Long Range Surface to Air Missile (LRSAM) for the Indian Navy. BEL is the lead integrator of LRSAM systems for the Navy’s P-17A stealth frigates.
BEL will continue its indigenisation efforts in line with the ‘Make in India’ initiative. Strategies and action plans are in place to face competition, maintain its technological edge and retain its leadership position in strategic electronics.

Navratna Defence PSU Bharat Electronics Ltd (BEL) has achieved a major milestone in the realm of information security with its Information Systems (Corporate) Division bagging the ISO-27001 ISMS certification. The certification has been awarded by Bureau Veritas, an international certification agency, in recognition of the stringent Information Security Management System (ISMS) integrated by BEL into all its business processes.
Mr Gowtama M V, Chairman and Managing Director, BEL, received the accreditation certificates from Mr V Sankarasubramanian, Area Manager, Bureau Veritas, at a function held at BEL Corporate Office in Bengaluru on September 11, 2018.
ISMS is a framework of policies and procedures, which includes all legal, physical and technical controls, involved in an organisation’s information risk management processes. It is a systematic approach including people, processes and IT systems to ensure that sensitive company information remains secure.
ISO-27001 is the best-known standard in a family of more than a dozen standards providing requirements for ISMS. The ISO certification is testimony to the fact that information security is one of the cornerstones to BEL’s business activities.

Bangalore, August 14, 2018: Navratna Defence PSU Bharat Electronics Ltd (BEL) has signed a Technical Collaboration Agreement (TCA) with CSIR-NAL for the design and engineering, production and commercialisation of Electronic Target System (ETS), a modern training aid meant for enhancing marksmanship of Defence and Paramilitary forces during live firing exercises on the field.
The agreement, which heralds a new beginning in the ties between BEL and CSIR labs for developing products targeting niche market segments, was signed by Mrs Anandi Ramalingam, Director (Marketing), BEL, and Mr Jitendra J Jhadav, Director (CSIR-NAL), in the presence of Mr Gowtama M V, Chairman & Managing Director, BEL, and other senior officers of BEL and CSIR-NAL, at BEL-Corporate Office in Bengaluru on August 14, 2018.
Designed by CSIR-NAL, ETS is a technically superior and cost-effective solution for Police, Paramilitary and Defence personnel looking at acquiring sharp shooting skills in small fire arms as well as honing their proficiency in tactical field firing. With this technology, BEL is targeting a market of about 1500 lanes.
Presently, after firing a shot, a shooter is unable to instantly gauge if he has hit or missed the target and by what margin and needs to move near the target to examine the results. ETS helps in instantly providing the hit location through a display, positioned beside him.
CSIR-NAL has developed two technologies for Electronic Target System — Detection and Hit Visualisation using Acoustic N-wave Identification (DHVANI) and Acoustic Based Hit Identification and Analysis System (ABHIAS) — using which the shooter can instantly see, after each shot, the result on an electronic display placed nearby. This enables the shooter to constantly self-monitor his progress and take remedial steps to improve his accuracy.

BANGALORE, July 31, 2018: Navratna Defence PSU Bharat Electronics Limited (BEL) has achieved a Net Turnover of Rs.2077.84 Cr, during the 1st quarter of FY 2018-19, registering a growth of about 23%, over the Net Turnover of Rs. 1694.55 Cr recorded in the corresponding period of the previous year.
Profit Before Tax (PBT) during the 1st quarter of FY 2018-19 stood at Rs. 250.21 Cr, registering a growth of about 40% over the Profit Before Tax (PBT) of Rs. 179.27 Cr recorded in the corresponding period of the previous year.
Profit After Tax (PAT) during the 1st quarter of FY 2018-19 stood at Rs. 179.73 Cr, registering a growth of about 43% over the Profit After Tax (PAT) of Rs. 125.32 Cr recorded in the corresponding period of the previous year.
The order book position of the company as on 1st July, 2018, stood at Rs. 41645 Cr.
Bangalore, July 16, 2018: Navratna Defence PSU Bharat Electronics Ltd (BEL) has signed a Memorandum of Understanding (MoU) with Saab, Sweden, recently for jointly marketing the L-Band 3D Air Surveillance Radar, RAWL-03, co-developed by BEL and Saab.
BEL has joined hands with Saab, Sweden and USA, to market the Long Range Air Surveillance Radar, a cost-effective L Band three dimensional (3D) radar, for early detection and tracking of air and surface targets, thereby enabling engagement of fire control systems to neutralise the same. RAWL-03 will be offered in both ship-borne and land-based configurations. The system is based on the state-of-the-art GaN TR Module technology and incorporates the latest Signal Processing techniques.

Bengaluru, June 21, 2018:More than 1,800 employees, trainees and volunteers of BEL joined in front of the Bangalore complex to celebrate the spirit of International Yoga Day 2018 at the crack of dawn today.
Donning special blue T-shirts which were distributed on the occasion, employees and senior officers enthusiastically participated in the mega event performing various Yogasanas and doing Pranayama along with the Chairman & Managing Director Mr Gowtama M V, Mr Nataraj Krishnappa, Director (Other Units) and Mr Koshy Alexander, Director (Finance). The participants were guided by qualified Yoga practitioners of the Company.
Mr Gowtama M V, CMD, in his inaugural speech emphasised the importance of practicing Yoga in daily life, pointing out that a “healthy employee contributes to the prosperity of the Company as well as and the nation”. CHENNAI, June 8, 2018: The Hon’ble Raksha Mantri, Smt Nirmala Sitharaman, today (June 8, 2018) inaugurated a 16 MW grid-connected Solar Power Plant set up by Navratna Defence PSU Bharat Electronics Limited (BEL) at Heavy Vehicle Factory (HVF), Avadi. Mr M V Gowtama, Chairman & Managing Director, BEL, was also present on the occasion. This is one among many green initiatives undertaken by BEL.
BEL is establishing energy security for the Ordnance Factory Estates under the Viability Gap Funding (VGF) Scheme by setting up utility scale grid-connected Solar Power Plants. As part of this, a 16 MW (AC) Power Plant, developed in around 80 acres of land, has been set up at an approximate cost of Rs.105 Cr for the annual captive consumption of HVF & Engine Factory (EFA), Avadi, around 25 km from Chennai, Tamil Nadu. The plant will inject power at 110 kV to TANTRANSCO’s 110 kV Sub-Station located around 2.5 km away and is expected to result in annual savings of Rs. 45.41 million for both, HVF and EFA.
This project undertaken by BEL is generating employment for professional, skilled and unskilled labour. In addition, various kinds of maintenance work will also generate employment opportunities for the local population on a regular basis.
The solar power plant will lead to reduction of SO2, NO2 and particulate matter (pm) emissions resulting in improvement in air quality and human health. The Carbon Dioxide avoided due to this Solar Power Plant would be around 26,384 tons/annum.

Bengaluru, August 26, 2017: The Hon’ble Raksha Mantri, Shri Arun Jaitley, inaugurated today an Academy for Excellence and two state-of-the-art testing facilities — EMC Test facility and Near Field Antenna Test Range at the Bengaluru Unit of Navratna Defence PSU Bharat Electronics Limited (BEL). Mr Ashok Kumar Gupta, Secretary (Defence Production), Mr Gowtama M V, Chairman & Managing Director, BEL, and other senior officers of BEL were present.
The BEL Academy for Excellence with sprawling complex spread over six acres is built at a cost of Rs.47Crs. This Academy of Excellence is envisaged to address the training needs of not only BEL employees, but also its customers and vendors/partners, especially MSMEs/SMEs. This institution, which will be affiliated to national/international universities, will also cater to the skill development initiatives of the Central Government. The training programmes have been structured around three core areas: Quality, Technology, and Leadership, with various programs designed with the help of experts from major institutes like IITs, IIMs, IISC, IETE, ISI, ASQ etc.
The NABL accredited EMC test facility is set up at BEL-Bengaluru at a cost of Rs.60Crs. This EMC facility is the first of its kind in India having Anechoic Chamber of size 11m x 21m x 30m and can conduct testing of Systems/Platforms weighing up to 70 Tonnes. It can be used to conduct system level Electro Magnetic Compatibility (EMC) tests for strategic Defence systems like Battle Tanks, Communication vehicles, Radar systems and Airborne systems including Nuclear Electro Magnetic Pulse (NEMP) and High Altitude Electro Magnetic Pulse (HEMP) testing. It can be used to carry out system level EMC testing for many projects of national importance like AKASH, IACCS, LRSAM, Weapon Locating Radar and Battlefield Management System. The facility will also be open for use to other Indian Defence companies, including MSMEs.
Near Field Antenna Test Range (NFTR) is a critical infrastructure for calibration and testing of Radars and communication antennas. The NFTR facility at Bengaluru is the third such in BEL and the only one in the Defence industry in India. This facility, set up at a cost of Rs.30Crs will help to calibrate and test next generation Radars with AESA (Active Electronically Steerable Array) based Antenna arrays as well as Antennas for major projects such as QRSAM, MRSAM and LRSAM.

Bangalore, June 1, 2018: Mr Mahesh V took charge as Director (R&D) of Navratna Defence PSU Bharat Electronics Ltd (BEL) on June 1, 2018. He was working as Executive Director (Technology Planning) at BEL’s Corporate Office before his elevation.
Mr Mahesh joined BEL-Bangalore in March 1985 after completing his BE (Electronics) from R V College of Engineering, Bangalore. In a span of 33 years, he has gained rich experience working in diverse areas of technology.
His first assignment at BEL was the development of Telemetry Systems, Control Systems for antenna tracking of launch vehicles and Timing Systems for the Indian Space Programme, in association with ISRO.
He had a brief stint at D&E Radar before moving to Electronic Warfare & Avionics. During his 12-year stint at the EW&A Strategic Business Unit of BEL-Bangalore, he was involved in the development of Communication ESM & ECM systems, in association with DLRL/DRDO. He was instrumental in the in-house development of communication interception, monitoring & analysis systems for Government agencies. He also led development teams for diversification into other emerging areas of Electronic Warfare.
During his tenure as Additional General Manager (D&E/TCS/Milcom)/BEL-Bangalore from April 2010 to August 2012, Mr Mahesh facilitated collaborative development of various network elements, both in-house and with selected technology partners.
In September 2012, he was promoted as Chief Scientist of BEL’s Central Research Laboratory in Bangalore. At CRL-Bangalore, he led a team of around 230 scientists working in the diverse areas of Communication, Network Systems, Embedded Systems, Radar Signal Processing, Sensor Signal Processing, RF and Microwave Technologies, Communication & Network Security and Cyber Security Solutions for five years.
He was later elevated as Executive Director (Electronic Warfare & Avionics) at BEL-Bangalore. Mr Mahesh has been a part of many expert review committees of various research labs and academic institutes. He has been featured as one of the ‘100 Managers of Excellence’ in the book, titled “100 Managers in Action”, written by Prof T V Rao.
