Mr. Nilabhra Sengupta, IRSSE (1997 batch), took charge as Chief Vigilance officer of M/s Bharat Electronics Limited from 2nd December, 2024 on deputation.
He has completed B.E in Electronics and Telecommunications from Jadavpur University, Kolkata in the year 1996. He joined Indian Railway Service of Signal Engineers in 1998. Before joining as CVO BEL, he was serving as Chief Signal and Telecom Engineer/Projects at Metro Railway Kolkata. He was also holding additional charge of Director (Rolling stock and Systems) in Kolkata Metro Rail Corporation.
He has also served as ADRM Operations in Eastern Railway, Howrah division. He was also on deputation to RITES and Bangalore Metro Rail Corporation from 2014 to 2017.
He has a vast experience of more than 25 years with Govt. of India in diverse areas like Signaling and Telecommunications, Safety of Train operations, Metro Technologies, Budget, Procurement, General administration, Personnel management and IT.
The objective of vigilance is to ensure that the management gets the maximum out of its various transactions. In the field of purchases, it should get the quality product at competitive rates. In the field of sales, it should get the maximum realization for its products at the minimal selling cost. In the field of personnel, it recruits the best talented people and keeps the morale of the people high. Likewise, in any one of its transactions, it should endeavour to get the best. Unlike in private organizations (mostly individual concerns), where individuals whose interests are totally centred on the profitable functioning of the organization, in public sector organizations it is rather difficult to inculcate that culture without a vigilance set-up. The presence of a vigilance set-up will enable the management to enable the presence of that culture.
Vigilance is not something external. It should be accepted as an essential part of management. Vigilance connotes watchfulness. It is not the purpose of vigilance to wait for lapses to be committed and then try to conduct post-mortem. What is more important than punitive vigilance is preventive vigilance. In short, management should be interested in preventive vigilance measures. If adequate attention is paid to preventive vigilance side, many vigilance cases will not arise.
The Vigilance department plays a vital role in ensuring that the Rules and laid down Procedures of the Government and Company are adhered to in all circumstances and the discretionary powers vested with the individuals are exercised judiciously so that there is transparency in all official dealings. Vigilance Department pioneers the Anti-Corruption work of the Company.
The Vigilance Department primarily focuses on Preventive and Punitive role. Another role is detective / surveillance. Preventive Vigilance is a proactive approach, which looks at creating awareness and education on anti-corruption measure, simplification of rules and procedures, plugging loopholes in the system. Punitive Vigilance deals with disciplinary action against the employees who have engaged in corrupt activities.
The major work profile of the Department comprises investigation of complaints, preventive vigilance like surprise inspections, regular scrutiny of procurement and contracts files and carrying out CTE type inspections, etc.

The Department has been striving consistently to improve vigilance administration by leveraging technology, aiming to reduce bottlenecks / delays in systems / processes and thereby bring in more transparency and expediency in handling businesses of the organization. Vigilance department, through its various preventive vigilance activities, is making all efforts to reduce scope for corruption.
