Bharat Electronics Limited is a Navratna PSU (under the Ministry of Defence, Government of India) established in the year 1954. BEL is engaged in the business of Defence Electronics empowering the Nation’s Defence Forces and in other chosen areas of Professional Electronics.

BEL recognizes the importance of Probity, Integrity, Values and Ethics which are bedrock for good Corporate Governance. Vigilance is essentially a Management function. It provides important instruments for improving performance of an organisation facilitating good governance. This includes promoting clean business transactions, professionalism, productivity, promptness and ethical practises. It also assists in systemic improvements in curbing opportunities for corruption. Therefore Vigilance helps in improving efficiency and effectiveness of the personnel as well as the Organisation.

Vigilance Department in BEL was set up in 2003 and the Vigilance Officers are positioned in all the Divisions of BEL spread across 9 Units of BEL who report to the CVO stationed at the Corporate Office of BEL in Bangalore.

The department’s activities apart from investigation of complaints, ensures compliance to various regulations and guidelines as defined by CVC / MoD / CBI / BEL Corporate Guidelines / any other Regulatory and Statutory requirements. The department initiates proactive steps to ensure ethical work practices across the company. Along with the reactive and punitive response, the department takes preventive and reformative measures in improving the system in the organization.

Chief Vigilance Officer (CVO)

Dr. P M Saravanan, IPoS (2000 Batch) took charge as Chief Vigilance Officer, BEL on 14.05.2026. He is on deputation for 3 years.

Prior to joining BEL, the officer served as General Manager, Centre for Excellence in Postal Technology, Bengaluru, where he was responsible for handling major IT projects of the Department of Posts for a period of five years.

He also headed the data centre operations at the UIDAI Technology Centre, Bengaluru,  for five years, thereby gaining rich experience in technology operations, IT infrastructure management, data centre administration, and large-scale mission-critical systems.

In the earlier stages of his career, the officer held important field and administrative assignments. He served as Postal Divisional Head at Nellore, Vijayawada, and Hyderabad. He also held key regional-level positions, including Regional Director, Southern Region, Tamil Nadu, Regional Director, South Karnataka Region and Director HQ, Bengaluru. In addition, he briefly served as Regional Head, South Karnataka Region.

Dr. P M SARAVANAN - CVO - BEL

The officer thus brings with him a broad and well-rounded professional experience spanning administration, field operations, region management, data centre operations, IT infrastructure management, and implementation of large-scale technology projects. The officer has a multidisciplinary academic background with qualifications in Agriculture, Microbiology, Information Technology, public policy, management, and law. He holds a Bachelor’s degree in Agriculture and a Master’ s degree in Agricultural Microbiology from the Agricultural College and Research Institute, Tamil Nadu Agricultural University, Coimbatore. He was awarded a PH.D in Microbiology by the Indian Agricultural Research Institute, New Delhi. He also holds a Master of Computer Applications (MCA) from Madurai Kamaraj University, a Post graduate Programme in Public Policy and Management (PGPPM) from the Indian Institute of Management, Bangalore, and a Master of Business Laws (MBL) from National Law School of India University, Bengaluru. His academic profile reflects a unique blend of expertise in Science, Technology, Public Policy, management and law supporting his leadership in technology-driven public administration and institutional governance.
